We write further to your request which was received on 15 July 2019 and which states:
"1. Please supply correspondence between Port Evolution and Development (Africa) Limited and the MUA Chairman and/or CEO. 2. Please supply dates and times of any meetings between Port Evolution and Development (Africa) Limited and the MUA Chairman and/or CEO (or where either of the latter parties was in attendance). 3. Please supply any minutes or records relating to the proposed Ramsey Marina taken at any of the above mentioned meetings. 4. Please provide a copy of the approach made in May 2018 from Port Evolution and Development (Africa) Limited"
While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because there is no correspondence between Port Evolution and Development (Africa) and the Manx Utilities Chairman and/ or the Chief Executive, no meetings were attended by the Manx Utilities’ Chairman or Chief Executive or other Manx Utilities’ representatives, which consequently means that there are no minutes or notes held.
Regarding a copy of the approach made in May 2018 from Port Evolution and Development (Africa) Limited, we hold an associated e-mail which is copied below. While our aim is to provide information wherever possible, in this instance we are unable to provide some of the information contained within the email because it is absolutely exempt under section 25(2) of the Act (absolutely exempt personal information)

Manx Utilities is satisfied that disclosure of the information would contravene

Protection Regulation as it applies in the Isle of Man pursuant to the Data
Protection (Application of GDPR) Order 2018, namely that Manx Utilities can
only disclose the information where it would be fair, lawful and meet one of the
conditions for lawful processing in Article 6 and in this case, none of those
conditions have been met.

Adrian,
Ann Reynolds at DoI has suggested that we discuss our proposal for a marina in
Ramsey with you. I am not sure what information you gave, but I can send you our
presentation.
We have a major meeting with DoI on 29th (Minister et al) and so it would be most
useful if ** and I could meet you before then. We clearly would prefer to
understand any issues you might have. But we hope there aren’t any!
