Original Request

Please find below a Freedom of Information request in relation to all of the work undertaken on the exhaust stack at Peel Power Station initiated due to the damage caused by Storm Eowyn. Please provide information relating to the procurement undertaken by the Manx Utilities Authority (MUA) for all of the contractors involved. These are to include but not limited to; The contractor(s) appointed for supply of steeplejacks, The contractor(s) appointed for supply of the drone, The contractor(s) appointed for the manufacture and/or installation of the steel work now in place to support the three flues, The contractor(s) appointed for the manufacture, repair, and/or installation/removal of the replacement flue, The contractor(s) appointed for the supply and hire of on Island based cranes, The contractor(s) appointed for the supply and hire of UK based cranes, The contractor(s) appointed for waste recycling (materials from old flu cap etc) and other waste from the project. For all procurements, please provide: 1. Confirmation whether the contract(s) were awarded by open tender, restricted tender, direct award, framework agreement, emergency procurement, or any other route. 2. A copy of all the tender / ITT / RFQ or equivalent procurement documentation issued (if applicable). 3. Total spend to date across these items is £324,425 MU Executive approval was granted for emergency works (under existing operational budget) and capital expenditure of up to £350,000 for repairs to the flue caps. Final costs are not yet known as the work is incomplete.

Expressions of Interest (Tender)

The Supply of Mechanical and Engineering Services The Manx Utilities Authority is a statutory authority providing electricity, wholesale natural gas and clean water and processes waste water on the Isle of Man. This means that Manx Utilities is a wholly owned statutory authority of the Isle of Man Government. The Authority invites expressions of interest from suitably experienced and capable mechanical contractors to provide mechanical and engineering services to the Authority.

Manx Utilities Power Systems Team operates and maintains High Voltage Generation equipment on four sites on the Isle of Man and requires the services of a Mechanical Welding and Fabrication company with extensive experience of working in an industrial environment.
This work is diverse in nature and may involve the design, manufacture and installation of load bearing structures, repairs to building cladding at high levels, coded welding on pressure pipework, work inside confined spaces, bulk storage tank cleaning and repairs and work adjacent to live power generation equipment. The suitable contractor should have sufficient on Island resources and experience to provide a rapid response to urgent issues and work safely in hazardous environments.

SCOPE OF WORKS

▪ Supply the necessary skilled CSCS registered steeplejack labour, plant and equipment sufficient to carry out the following works. We will provide all necessary Method Statements and Risk Assessments for the work to comply with current Health & Safety at Work Act, CDM 2015 and C.O.S.H.H. Regulations. This document will form part of the contract along with the following scope of works.

▪ Gain access to the termination point of the chimney utilising the internal fixed access ladder. Hoist all required plant and equipment to roof level.

▪ Install 2 no modular frame brackets on to the concrete parapet and secure with HUS bolts, fit vertical tubes into the pre welded cleats. Using scaffold tubes and fittings erect a hoist cat head which will cantilever over the parapet. The cat head will be braced with tube and fittings. Additional cleats would be installed as required.

▪ Hoist from ground level the 6mm guide wire and fix over the upper steel tube and fix to a cleat anchored in the concrete. The guide wire will be tensioned at ground level using a turnbuckle.

▪ Supply a 110v hoist and lift with service line and block to the top of the stack, the hoist will be attached with 2 brackets to the horizontal tube, the hoist wire will now be attached to the guide wire, this will enable all steelwork to be lifted will be under control. The SWL of the hoist is 100kg.

▪ Rafferty to supply a drawing detailing the steel supports/tension bands. Engineering contractor will fabricate the steel bands and support legs.

▪ The steelwork will be fabricated in manageable sections and be delivered to site. The steelwork will be attached to the hoist hook using a wire strop, the hoist will be operated from the top of the stack with the pendant. When the hoist reaches the top, the steelwork will be removed and stacked inside the parapet. All steel work will be lifted and stored at the top in ready to install.

▪ Install the uppermost steel band for the full circumference, tension with bolts supplied, position the vertical legs and bolt on to the steel band, install the lower steel band and bolt in position. All bolts will be tensioned. The 3 steel legs would be secured to the concrete roof using through bolts.

▪ On completion of the aforementioned works, dismantle all access equipment and clear the working area to the satisfaction of all concerned.
