Summary

The requester asked for the average cost to produce one unit of electricity for 2020 and the most recent year, including a breakdown by generation method. The authority provided links to annual reports for calculating average costs but stated they do not hold full cost-per-kWh data by generation method, offering marginal cost figures instead.

Key Facts

  • The average cost per kWh for 2020-21 is derived from the Annual Report and Financial Statements, specifically Note 5 on page 65.
  • The most recent full year with published data is 2023-24, with relevant data on page 62 of the annual report.
  • Manx Utilities does not hold full cost-per-kWh information by generation method due to unallocated fixed and overhead costs.
  • Marginal cost information by generation type was provided for both 2020/21 and 2023/24.
  • The response cites Section 20 of the Act regarding information already reasonably accessible to the public.

Further clarification offered on 10/02/2026

“I’m happy with the financial year data, and I’m happy with financial year 2020-21 to compare against the most recent year you have on record.”

Our response to your request is as follows:

  1. Average cost per kilowatt hour – 2020 This information is available from Manx Utilities’ published Annual Report and Financial Statements for 2020–21. The average cost of producing and distributing one unit of electricity can be derived by dividing the operating costs of electricity supply segment of the business by the total units of electricity sold during the period. The report is available online at: www.manxutilities.im > About Us > Annual Reports & Financial Statements or
direct link https://manxutilities.im/media/waqft0sp/annual-report-and-financial- statements-2020-2021.pdf and relevant data is in Note 5 on page 65.

  2. Average cost per kilowatt hour – most recent full year. The most recent full year for which published data is available is 2023–24. As with the 2020 data, the average cost per kWh can be calculated from the operating costs of electricity supply segment of the business and the total electricity units sold, both of which

are included in the financial statements. The report is available at: www.manxutilities.im > About Us > Annual Reports & Financial Statements or
direct link https://manxutilities.im/media/radbhxbh/manx-utilities-annual-report- and-accounts-2023-2024.pdf and again the relevant data is on page 62.

While our aim is to provide information whenever possible, under section 20 of the Act, we are not required to provide information in response to a request if it is already reasonably accessible to you, whether free of charge or on payment of a fee. Some of the information that you have requested is available from the links included above.

  1. Manx Utilities does not hold full cost-per-kWh information by generation method in a form that would allow the calculation of average costs equivalent to items (1) and (2). However, marginal cost information by generation type is available.
    2020/21 p/kWh 2023/24 p/kWh Average 3.3 Average 8.5 CCGT 3.2 CCGT 8.1 Diesel 9.6 Diesel 29.6 Efw 2.9 EfW 6.8 Import 5.9 Import 14.1 Hydro 0.0 Hydro 0.0

EFW – Energy from waste CCGT – Combined Cycle Gas Turbine Import – Via the interconnector

This reflects the variable cost of producing an additional unit of electricity for different generation assets. Fixed and overhead costs are not allocated at this level, and therefore a full average-cost breakdown cannot be provided.
