For each, please specify: Job title; Employment type (permanent, fixed-term, secondment, or consultancy); and Year of appointment. 2. Recruitment Sources Of the above staff, how many were: a) Recruited locally (from within the Isle of Man); and b) Recruited from overseas (please indicate the country or region of origin where possible). 3. Consultants and Contracted Specialists Details of any external consultants, engineers, or specialists currently engaged by Manx Utilities for renewable energy work, including but not limited to wind turbine engineering, design, or project management. - Staffing Overview The number of staff currently employed by Manx Utilities whose primary role relates to renewable energy projects (e.g. wind, solar, hydro, battery storage, carbon reduction, or related engineering and design work). For each, please specify: Job title; Employment type (permanent, fixed-term, secondment, or consultancy); and Year of appointment.
The below roles are Manx Utilities Authority staff that spend approximately 50% or more of their working week on projects related to transition, carbon reduction or related engineering or design activities. Most of these roles have other responsibilities in the operations of Manx Utilities Authority. The work demand from customers reflects the demand driven by broader transition initiatives seen across our customer base.
Job titles;
1 x Department Manager, 1 x Admin Support. 2 x project managers, 1 x Senior Design
Engineer, 3 x Design Engineers, 1 x Services Engineer, 1 x Assistant Design Engineer,

Although all recruitment is focused within the Isle of Man, a few applicants are
recruited from outside the Isle of Man and further information disclosure, as requested
above is protected personal information.
While our aim is to provide information whenever possible, in this instance we are
unable to provide some of the information you have requested because it is absolutely
exempt under section 25(2)(b)[(i)/(ii)] of the Act (absolutely exempt personal
information). The reasons why that exemption applies are that:
• The Manx Utilities Authority is satisfied that the information amounts to
personal data of which you are not the data subject; and
• The Manx Utilities Authority is satisfied that disclosure of the information would
contravene one of the data protection principles as set out at Article 5 of the
General Data Protection Regulation as it applies in the Isle of Man pursuant to
the Data Protection (Application of GDPR) Order 2018, namely that the Manx
Utilities Authority can only disclose the information where it would be fair,
lawful and meet one of the conditions for lawful processing in Article 6 one of
the conditions in Article 9 of the GDPR and Schedule 2 of the Implementing
Regulations is met and in this case, none of those conditions have been met.

Onshore Wind – Due to commercial confidentiality, it is not possible to provide a breakdown of these existing contracts. I can confirm that the total spend to date on these contracts is £3,043,467.63.
Solar – Due to commercial confidentiality, it is not possible to provide a breakdown of these existing contracts. I can confirm that the total spend to date on these contracts is £66,958.00
While our aim is to provide information whenever possible, in this instance the information is exempt from disclosure under section 30(2)(a) of the Act as it constitutes a trade secret. Section 30(2)(a) requires a Public Interest Test to be complete and that is as follows:
Factors in favour of disclosure Transparency in Use of Public Funds There is a legitimate public interest in understanding how much public money has been spent on a project, and whether spending has been managed effectively. Accountability for Public Decisions Disclosure could demonstrate that the authority is acting responsibly in handling the financial and contractual aspects of any project. Public Understanding of Major Projects The public may reasonably expect information about significant expenditure to be available, particularly where there is widespread interest or impact.
Factors in favour of withholding
Risk of Financial Prejudice to the Authority and the Public Purse
Revealing cost information at this stage when expenditure figures are not yet
final and may be significantly affected by ongoing negotiations or project lengths.
Inaccuracy and Risk of Misleading the Public
Providing incomplete, provisional, or speculative figures would risk misleading the
public.
Impact on Future Contractual and Procurement Processes
Disclosing privileged or sensitive information could prejudice the authority's bargaining
position in future disputes or contract management situations, damaging the broader
public interest in protecting public funds.
4. Overseas Recruitment Campaigns
Please confirm whether Manx Utilities has undertaken or participated in any overseas recruitment campaigns for renewable energy or engineering staff (for example, in Nigeria or elsewhere).
If so, please provide: Dates and locations of such campaigns; and The number of appointments made as a result.
There have been no overseas recruitment campaigns by Manx Utilities Authority. Jobs are routinely advertised at the Isle of Man JobCentre, Manx Utilities Authority website and associated social media accounts. Any overseas candidates have contacted Manx Utilities Authority through the normal recruitment channels.
- Relocation Packages and Associated Costs
Details of any relocation packages offered to staff or consultants recruited from outside the Isle of Man since 1 October 2021 for renewable or decarbonisation-related roles.
For each applicable case, please provide: The total relocation cost (or average if aggregated); Whether the package included travel, temporary accommodation, or shipping expenses; Whether family members or dependents were included in the relocation support; and Whether these costs were paid directly by Manx Utilities or reimbursed to the employee/consultant.

Manx Utilities Authority utilise similar relocation incentives to Isle of Man Government. Relocation packages were utilised twice for members working in the applicable teams. Relocation packages offered can range from Ten Thousand to Twenty Thousand pounds.

Relocation expenses and origins of employees. The individuals that fall under the
question would create a data set that is too small and would directly threaten their
right to privacy and could be used to identify an individual.
