I understand that the public authority to which this FOI Request is made has a "fleet" of electric vehicles. On the assumption that what I've been told is correct, I require to be provided with a list showing in respect of each individual electric vehicle, the following information - 1. whether the vehicles were purchased, or 2. whether they were obtained under lease purchase arrangements, or 3. whether they were obtained under lease arrangements; and 4. the date of purchase of each vehicle, or the date of the lease as the case may be, and whether or not at the time of the purchase or lease of the vehicles, the vehicles were new or they were in new condition; and 5. the total amounts paid in respect of each vehicle, or the total price paid or to be paid under lease purchase or lease arrangements; and 6. whether the vehicles require charging by use of a cable or the vehicles are self-charging 'hybrid'. 6. whether all the vehicles in the fleet are used by any members of staff from a pool of vehicles, or they are assigned to and used by individual members of staff.

We write further to your request, received 17 September 2024, which states:
"I understand that the public authority to which this FOI Request is made has a "fleet" of electric vehicles.

Our response to your request is as follows:
As a Statutory Board of the IoM Government, Manx Utilities procures vehicles through the Department of Infrastructure procurement services process and have 20 electric vehicles within the fleet.
Questions’s 1,2,3,4 & 6. Information relating to how and when the vehicles were purchased, as well as the category, can be seen in the table below.
Question 5.
While our aim is to provide information whenever possible, in this instance Manx
Utilities has considered that disclosure of the information in the format requested
would be likely to prejudice the commercial interest of all parties, as we are bound by
a confidential agreement under the Crown Commercial Services (CCS). This is a UK
based Public Sector Framework and therefore is absolutely exempt under section 26 of
the Act. However, to advise and assist information shown in the table below outlines
the cost in ranges for the 20 vehicles.
Question 7. Any Manx Utilities employee, who holds a current full driving licence may be permitted to drive a Manx Utilities owned vehicle. Some vehicles are allocated to specific teams for operational reasons and these allocations are changed from time to time to meet operational requirements.
