Summary
The requester asked for a breakdown explaining the cost increase of the Isle of Man windfarm project from £23.5m to £36m. The Manx Utilities Authority responded by providing a cost breakdown and explaining that the increase is due to updated turbine design ranges and the inclusion of contingency margins.
Key Facts
- The original decision-making document quoted a cost of £23.5m based on a specific 21MW turbine design.
- The current working assumption for the project cost is £36m, which includes contingency margins.
- The cost increase is attributed to additional surveys expanding the turbine design range to 20MW–28MW.
- Exact costs cannot be confirmed until a specific turbine manufacturer is appointed.
- Some information was redacted from the response as it contained commercial references or was out of scope.

Dear ###
We write further to your request, received 7 May 2024, which states:
"Please provide a detailed breakdown for the reasons of the inflated cost adjustments from the £23.5m quoted in the original decision making document to the £36m quoted by Lizzie Riley during a presentation at the Liberal Vannin meeting in April this year."
In response to your request, please find enclosed the cost breakdown as requested. Please note that limited information has been redacted within this document, as it is out of scope for the purpose of this request, and may contain commercial references.
The ODM documentation referenced one particular wind turbine manufacturer and design at 21MW following initial feasibility studies. Following additional surveys as part of the Environmental Impact and Design stage, the current range of turbine designs being considered is 20MW – 28MW. Until an exact manufacturer has been appointed, it will not be possible to confirm the exact cost of the windfarm. However, Manx Utilities’ current working assumption is £36M, including contingency margins.
Please quote the reference number 3843909 in any future communications.
