Please let me have: 1 A list of the job titles of all staff employed by the Authority, together with the salary ranges which apply to such jobs; and 2. Details of the provision of free private health care provided by the MUA, whether directly or through a private health insurance policy paid for by the MUA, for any or all of the staff referred to in the list; and 3. In those cases where free private health care is provided, please indicate whether such private health care is for the employee only, or, if the employee has a family, such private health care includes also private health care cover for members of the employee's family. 4. Confirmation as to whether in those case where free private health care is provided by the MUA, such private health care provision ceases on the termination of their employment.

We write further to your request which was received on 8 February 2022 and which states:

"Please let me have: 1. A list of the job titles of all staff employed by the Authority, together with the salary ranges which apply to such jobs; and 2. Details of the provision of free private health care provided by the MUA, whether directly or through a private health insurance policy paid for by the MUA, for any or all of the staff referred to in the list; and 3. In those cases where free private health care is provided, please indicate whether such private health care is for the employee only, or, if the employee has a family, such private health care includes also private health care cover for members of the employee's family. 4. Confirmation as to whether in those case where free private health care is provided by the MUA, such private health care provision ceases on the termination of their employment."

Our response to the questions above is as follows: Q1 - While our aim is to provide information whenever possible, in this instance, complying with your request for information would require Manx Utilities to undertake substantial compilation or collation of information that it holds, which Manx Utilities is not required to do under the Act – practical refusal reason S11(3)(b); Rights of access to information held S8(3)(c). Manx Utilities does not hold a dataset as described for all current staff job titles, and there equivalent salary range. Job title = salary range is not readily providable information without substantial compilation and collation given there are many different job titles and employment terms and conditions, along with an individual’s length of service this then introduces further variations of terms and conditions. To provide some help and assistance as required under section 15 of the Act, please see Annex 1 at the end. It is a current list of job roles/titles for Manx Utilities staff taken from a current internal telephone directory. You will see this indicates the sole nature of some roles and provides an indication of the number of people with the same job title.

It is worthy to note, even if staff have the same job title, depending on the department, the individual’s length of services and subsequent employment terms and conditions, they may not necessarily be in the same salary range. However when vacancies are advertised this contains the appropriate salary grade/range and the relevant terms and conditions for that specific role. We recommend you also review the information provided to you on the 6 January 2022, FOI 2136578 - Staff grades/salaries etc (submitted 8 December 2021; subsequent Internal Review received 7 January 2022, responded to 3 February 2022) in particular the details supplied in response to Question 1 of that request. When searching the Freedom of Information (FOI) Published responses (https://services.gov.im/freedom-of-information/search) it is useful to amend the ‘Date From’ to more recent year, and include ‘Manx Utilities’ into the ‘Keywords (optional)’ search, results will then show FOI requests by the date submitted. Q2 - While our aim is to provide information whenever possible, as practical refusal reason 11(3)(e) of the Act Manx Utilities is not obliged to comply with a FOI request where the request for information relates to information that is identical, or substantially similar, to information previously requested by, and supplied to you and a reasonable period of time has not passed between compliance with the previous request and the making of the current request. In this case the information requested was provided to you on 21 February 2022, FOI 2244401 - Health Care Corporate Policy (submitted 05 February 2022) by way of an overlapping and/or duplicated FOI request, that was responded to in parallel to this request submission. Q3 - While our aim is to provide information whenever possible, as practical refusal reason 11(3)(e) of the Act Manx Utilities is not obliged to comply with a FOI request where the request for information relates to information that is identical, or substantially similar, to information previously requested by, and supplied to you and a reasonable period of time has not passed between compliance with the previous request and the making of the current request. This information requested was provided to you on 12 January 2022, FOI 2116457 - MU Funded Health Care (submitted 28 November 2021, response dated 13 December 2021; subsequent Internal Review received 14 December 2021, responded to 12 January 2022), as part of further detail released within the Internal Review response. The Internal Review supplied further detail direct to you, referencing specifically the detail regarding staff employed on individual personal contracts, that have private health benefit funded by Manx Utilities as part of their terms of employment; to quote ‘ 4 of these Personal Contracts include health care provision for the staff member only and 23 include health care provision for the staff member and family members’ Q4 - We reiterate, as previously stated and advised to you FOI 2116457 - Free private health treatment (submitted 29 November 2021, response dated 13 December 2021; subsequent Internal Review received 14 December 2021, responded to 12 January 2022) those staff employed on individual personal contracts, received Manx Utilities funded private health benefit as part of the terms of employment.

We therefore confirm, that by definition, such provision ceases at termination of the employment contract.
