Summary

The requester asked for staff grades, salary ranges, and details on salary enhancements like private healthcare and cars at the Manx Utilities Authority. The authority disclosed that salary scales are publicly available and explained that private healthcare is a legacy contractual benefit rather than an enhancement, while vehicle allocation is based on role necessity.

Key Facts

  • Staff are employed under both new and old Terms and Conditions, including legacy ungraded contracts from the former Manx Electricity Authority.
  • Salary scales for all grades are publicly available on the Isle of Man government HR website.
  • Private healthcare is provided to former MEA staff as a contractual entitlement, not as a salary enhancement.
  • Corporate vehicles are allocated based on role necessity and on-call requirements, not as a standard enhancement.
  • Limited salary data is published in Annual Reports showing the number of employees earning over £50,000 per annum.

Dear ###

We write further to your request which was received on 8 December 2021 and which states:

"Please let me have - 1. - a list of the grades of all staff employed by the Manx Utilities Authority, together with the salary ranges which apply to such grades; and 2. - details of any enhancements to salary packages for each of the staff , where applicable, by way of the provision of free private health care, the provision of cars/vehicles for private use and any other enhancements."

Q1: Our response is detail as follows: Substantive staff grades currently use within MU Salary ranges Ex- MEA (grades 1, 2, 3, 4, 5, 6, 7 & 8) See attached document for the relevant pay scales PSC (AA, AO, EO, HEO & SEO) CS & Manual/Craft, and Corporate Leadership We have staff employed on both the new and old Terms and Conditions All scales are publically available at: https://hr.gov.im/salary-leave- and-pay/pay-scales/ In addition, there are a number of staff who are ‘ungraded’ and employed on legacy arrangements as individual personal contracts, such contracts were offered by the former Manx Electricity Authority (MEA). By definition, these contracts are not subject to the Manx Utilities grading or the other salary ranges as stated above. Further to this you can also find limited employee salary detail contained in our Published Annual Reports, salaries by a numeric range over £50,000PA and the and number of each. The latest public copies of our annual reports can be found on our website: https://www.manxutilities.im/about-us/annual-reports-financial- statements/annual-reports-financial-statements/ (For 2020/21 see page 72). Q2: While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find

some of the information that you have requested as ‘graded’ staff do not receive any enhancements to salary packages, terms and conditions. Private health care benefit, where funded by Manx Utilities, was a limited time offer for former Manx Electricity Authority (MEA) staff employed on individual personal contracts. They receive this benefit as part of the contractual entitlement based on previous terms and conditions (i.e. not as an enhancement, but as a benefit that is appropriately declared). Allocation of Corporate vehicles is not determined as an enhancement to a staff member terms of employment. Vehicles are allocated to staff where it is deemed a necessary part of their role, and when in use for work, on call or standby they are permitted to keep the vehicles with them. Where a member of staff has access to a vehicle and provides standby or on call cover they are encouraged to go about their normal business but must be able to respond to call outs in a timely and safe manner, therefore it is accepted that there may be an element of personal use during this time.
