Extracts from the Minutes of all meetings of the Manx Utilities Authority at which a Sewage Treatment Works "("STW") for Peel/West was discussed from the date on which it withdrew its planning application to develop a STW on the site of the former Glenfaba House, to the date of this application, which I originally requested on the 30th August 20211. Decision - 'from date' chosen as 18/12/20 as data confirmation of withdrawal on planning app.

A public ‘call for sites’ advertisement had been agreed and published in relation to Garff and whilst it is believed that the Peel site selection risks are different to Garff, the pros and cons of publicising a ‘call for sites’ for Peel are currently being considered.

72/21 BOARD MINUTES EXECUTIVE OPERATIONAL REPORT FOR APRIL 2021 (INCLUDING HEALTH AND SAFETY) The Board noted that the Peel ‘call for sites’ process is ongoing and that some submissions have been made contrary to the required specifications. 94/21 RSTS INTERIM FUNDING The Board noted the contents of paper MU2156 being the paper seeking approval for the allocation of of revenue funding to support the continued development of the Garff and Peel schemes and further funding as detailed within the paper. Mr Clague presented the paper and advised the Board of the delays to the latter stages of the programme that had resulted in additional attributable costs not provided for within the Tynwald approval of £23.5M. The Board noted and expressed appreciation of the proposed proactive strategy to manage the identified risks in the context of changed circumstances.

3.1 provided a summary of the meeting that had taken place with MU Executive Director for Network Services Adrian Dobbins (AD), BS and TW on 2nd July. expanded on the request for Arcadis to assess the feasibility of alternative . A discussion was held on the feasibility and constructability of the following 1. . 2. . A summary of the reasons for discounting the alternative will be sent to AD and TW and a more detailed assessment will be included in the planning application report.
3.2 As it was questioned in the meeting with AD, BS & TW, a discussion was held on their location being within the blast zone . BS reiterated the reasons had come from a HSE report following a major accident at Buncefield oil storage depot. It was requested that Arcadis seek further expert comment for completion and reference the HSE report in the planning application report.
3.3 As the scores for options , a discussion was held around whether the scores should be looked at again to differentiate between them so that only one of these sites would be taken forward to the outline design stage IG expressed that the scoring for either option should remain the same as they had been previously agreed with sufficient justification and that this would avoid the project incurring additional cost and programme delay.
Due to the issues associated with all the routes and the previously mentioned and that the planning application report would fully capture the reasons. highlighted that the guidance for the reporting of the site selection process within the planning application is to be provided by and BS expressed that this would lkely be received sometime over the next month.
3.4 Following agreement of the shortlisted top sites, outlined that the justification for the scoring of all the sites could now be completed and that the outline design stage would commence thereafter. A workshop to discuss the scoring for the fine screening site selection sheet is to be organised for w/c 12th July with some initial pre-populated scoring undertaken beforehand.

3.1 provided a summary of what was discussed in the fine screening assessment workshop that took place on July 13th with TW, IG and and that some changes had been made to the template as agreed. . Data requests for the environmental assessments have commenced and the scoring for each site will be done once this information has been received and the assessments can be started in earnest. A discussion was held on the planning application that the area is predominantly industrial and that the local plan show these areas designated as such. summarised the discussions that had taken place with around the previous design for being for the 2040 PE design horizon, and that Arcadis will press on to review it against the 2050 PE design horizon for this project. .
3.2 BS requested that the completion percentages of related tasks are updated in the design programme. Following a short discussion around the potential difficulties related to land purchase it was agreed that this should be included as an item in the project risk register. Arcadis to action.

BS noted that the figures are expected by the end of this week. noted the environmental assessment is nearly complete, but still needs senior review and approval. This has been delayed due to covid illness of the TD allocated to the project, but an alternative TD is being sourced.
3. Design Progress – summarised the designer monthly report and highlighted the items below.
3.1 The updated plans were tabled at the meeting by and the following comments were made: Option 1 – Option 2 – . Option 3 – . Option 5 – BS requested that the cost consultant allow for a gravel footpath around the perimeter fence of each site to prevent foliage growth through the fence. Path also to be added to the site plans. An additional plan and longsection is required for the pipeline routes for the sites, including washouts, air valves, crossings etc. Pipe connections also need to be included.
3.2 Once plans are updated and the environmental assessment is completed, Fine Screening Scoring Assessment review meeting to be held with BS, ahead of the site costings being determined. BS /
3.3 Once the site sections are completed will undertake site walkovers of each site as far as they can without needing land access permissions.
3.4 review of the NPV spreadsheet previously distributed to clarify the details for the pumping assessment, levels, lengths, estimated head losses etc. will forward the updated spreadsheet following the meeting.
3.5 Pumping to an assessment of the viability of combined treatment at was included, but no assessment of treatment at was required. BS will forward the previous assessment for and confirm the brief requirements. BS /
3.6 Programme Line 54 ( ) needs to be linked to the Arcadis activities.
