Please provide a plan of the substation and associated engineering works within the curtlidge of the "St Georges Crescent Substation" off Athol Avenue, clearly showing ownership of the MUA (Both electricity and water&sewage) and if the property is in shared ownership which areas of the property are owned by the MUA. Given the fact that there areas is subject to fires arising from antisocial behavior, please provide any relevant risk assessments for the site.

We write further to your request which was received on 14 June 2021 and which states:

"Please provide a plan of the substation and associated engineering works within the curtlidge of the "St Georges Crescent Substation" off Athol Avenue, clearly showing ownership of the MUA (Both electricity and water&sewage) and if the property is in shared ownership which areas of the property are owned by the MUA. Given the fact that there areas is subject to fires arising from antisocial behavior, please provide any relevant risk assessments for the site."

While our aim is to provide information whenever possible, in this instance Manx Utilities does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. In response to the first part of your request, find attached a copy of a plan that was part of the original 2004 lease for the St Georges Crescent Substation with the former Department of Transport (now Department of Infrastructure). The plan shows Manx Utilities lease of the red diagonal hatched lines (the substation premises) from the Department, whilst the green hatched area is the street access at the front of the building. We have redacted the ‘wet’ signatures from the attached plan, as these are exempt under section 25 (2)(b)(i)&(ii) of the Act (absolutely exempt personal information).
Manx Utilities is satisfied that the information amounts to personal data of which you are not the data subject, and that disclosure would contravene one of the principles set out in Data Protection (Application of GDPR) Order 2018. Regarding the second part of your request, you can see from the plan what is considered a Manx Utilities asset therefore we would not hold a Risk Assessment for the area that is ‘subject to fires arising from antisocial behaviour ‘. However, with this said, Manx Utilities has recently received approval to erect a fence between the large tree and our substation to prevent easy access to the area. If you wish to raise any concerns regarding the area surrounding this substation please report these to the Department of Infrastructure Estates on 687300 (normal office hours) or by email to ESShelpdesk.DOI@gov.im. It may also be worthy to note that

the DEFA Planning map search for this area also shows nearby registered trees are part of Breagle Glen, owned by the Manx Wildlife Trust.
