Summary
The requester asked for a flood risk asset register and details on the classification of the MER weir structure as a historical asset. The Manx Utilities Authority responded that they do not hold this information as flood management records were transferred to the Department of Infrastructure in October 2020.
Key Facts
- The requested flood risk asset register is held by the Flood Division of the Department of Infrastructure (DOI), not Manx Utilities.
- A 'Transfer of Function Order' approved by Tynwald in October 2020 moved all flood management records from Manx Utilities to the DOI.
- The new 'Flood Management Division' within the DOI now houses staff and records from both Manx Utilities and the DOI.
- The requester was directed to contact the DOI via iomfloodhub.im or submit a new FOI request directly to them.
- The case reference number for this request is 1665470.

Dear ###
We write further to your request which was received on 9 February 2021 and which states:
"The JBA Consulting 2019 Laxey Flood Incident review report makes reference to a flood risk asset register and in July 2019 the MER weir structure was classified as a historical asset Can you send me a full copy of the flood risk asset register and explain how and why this structure was determined to be a historical asset and who made that decision"
While our aim is to provide information whenever possible, in this instance the public
authority does not hold or cannot, after taking reasonable steps to do so, find the
information that you have requested. The Flood Risk asset register is held within the
Flood Division of the Department of Infrastructure (DOI).
In October 2020 Tynwald approved a 'Transfer of Function Order' for the formation of
a new division, responsible for all matters relating to Flood Management within the
DOI. The new 'Flood Management Division' brought together staff from both Manx
Utilities and the DOI into one single area, and consequentially all records and
information associated with flood management have been transferred from Manx
Utilities to the DOI.
You can contact the Flood Management Division of the DOI regarding the report
requested, via https://iomfloodhub.im/.
Alternatively, you might wish to make a Freedom of Information request direct to DOI,
online via the following link: https://services.gov.im/freedom-of-information/
