Summary
The request sought information on whey pipe waste volumes, CCGT power station emissions, and sewage sludge pellet production and disposal. The authority disclosed annual waste limits, confirmed no new pipe plans, provided emission analysis from 2018, and detailed sludge incineration for energy generation.
Key Facts
- The existing Whey Pipe handles an average of 313m3 of waste per day, with a maximum annual limit of 114,245m3.
- There are currently no plans to construct a new whey pipeline.
- Waste undergoes a fat removal treatment process before release.
- The CCGT Power Station emissions analysis provided is based on testing conducted in January 2018.
- Sewage sludge pellets are currently produced at approximately 1500 tonnes per annum and are incinerated at the Energy from Waste Plant to create electricity.

Original Request
1.1 What is the quantity per annum of waste that passes through the existing Whey Pipe? 1.2 What is the amount of Whey that a new pipe will be designed to deal with? 1.3 Is there any treatment process undertaken before release? 1.4 If so what is the process? 2.1 What are the annual emissions at the CCGT power station? 2.2 What do the annual emissions consist of and please provide the latest analysis available. 3.1 When the new sewage treatment plants are complete in 2021, what is the anticipated quantum of sludge pellets that will be created? 3.2 What is the planned use of the sewage sludge pellets? 3.3 How are the sewage sludge pellets currently being disposed?

Dear ###
We write further to your request which was received on 4 November 2019, which we did seek to clarify with you the details for questions 2.1 & 2.2, and this now states:
"1.1 What is the quantity per annum of waste that passes through the existing Whey Pipe? 1.2 What is the amount of Whey that a new pipe will be designed to deal with? 1.3 Is there any treatment process undertaken before release? 1.4 If so what is the process? 2.1 Provide the latest emissions record and analysis for CCGT Power Station 2.2 Provide any additional emission records held for the last 12 months. 3.1 When the new sewage treatment plants are complete in 2021, what is the anticipated quantum of sludge pellets that will be created? 3.2 What is the planned use of the sewage sludge pellets? 3.3 How are the sewage sludge pellets currently being disposed?"
Our response to your request is as follows:
1.1
The quantity of waste is limited to an average of 313m3 per day, equating to a
maximum of 114,245m3 per annum – for example this could be 400m3 one
day and 200m3 the next.
1.2
There are no current plans to construct a new pipeline.
1.3
Yes
1.4
Fat removal
2.1
See attached emissions analysis tables for the CCGT Power Station - it has two
turbine engines: GT6 and GT7. These show the results of the latest testing
conducted by an external contractor, performed biennially, with the latest being
taken in January 2018.
2.2
The FOI Act does not require us to create, derive, or undertake substantial
compilation or collation of information held (Section 8). It would be
unreasonably burdensome to prepare a complete 12 month history from the
raw data held on the system that monitors the emissions of the CCGT plant.
However to assist understanding, the following table shows the readings taken
from the monitoring system at 09:30 in the morning when both gas turbines
were operating at approximately 29–30MW (close to their normal operational
maximum output).
Note: these values are presented in different units from those in the attached analyses
In addition, the following are estimates of the annual Carbon Dioxide emissions
- derived from the quantity of fuel used:
3.1
We currently produce approximately 1500 tonnes per annum. This is expected
to increase to approximately 1700 tonnes following completion of works at
Peel, Laxey and Baldrine.
3.2
Incineration at the Energy from Waste Plant, creating electricity.
3.3
Incineration at the Energy from Waste Plant, creating electricity.
