Please provide all meeting notes, minutes, papers, assessments, impact assessments, analysis, forecasts, lists of key dates, documents (in whatever form), requisition notes and phone transcriptions as well as any other documents that are information pertaining to the Council of Ministers' meetings, discussions and deliberations regarding the return of expats and EU nationals to the Isle of Man post No Deal BREXIT and the effects on the Isle of Man's infrastructure and health service.

information requested, in accordance with Section 14(1)(i) of the Freedom of
Information Act 2015. In particular, relating to your request for information
"...regarding the return of expats and EU nationals to the Isle of Man post No Deal
Brexit...."; we asked if you could clarify:
“i) whether by expats you mean British citizens living outside the United Kingdom;
and
ii) whether by EU nationals you mean those EU nationals who hold an immigration
status under the European Union Settlement Scheme.

Appendix EU of the Immigration Rules means
i) indefinite leave to remain under which you can spend up to 5 years in a row
outside of the UK and Islands without losing your status,
ii) limited leave to remain under which you can spend up to 2 years in a row outside
of the UK and Islands without losing your status.”

We write further to your request which was received on 26 August 2019 which states:

You responded to the request for clarification on 9 September 2019; “I am trying to establish what the impact will be (with reference to my FOI request) for the Isle of Man from British/Manx persons currently living in the EU who will/may be forced to return to the Isle of Man.” While our aim is to provide information whenever possible, in this instance the Cabinet Office does not hold the information that you have requested. The Immigration Service has not done any work around British/Manx persons living in the European Union

returning to the Isle of Man. The Immigration Service’s work is around those under immigration control, British citizens are not under immigration controls. In relation to EU, European Economic Area (EEA) and Swiss citizens who wish to return to the Isle of Man prior to Exit Day may be eligible to apply to the IOM European Union Settlement Scheme (EUSS) (Appendix EU to the Immigration Rules from page 271) which has been in operation since 29 March 2019 and aligns with the UK's European Union Settlement Scheme.
