We write further to your request which was received on the 26th June 2019 and which states:

"What is the RTLCs rules on where buses can be parked overnight?"

Response Buses, and indeed all public passenger vehicles (PPV), should be parked at their operating centres when they are not in use. Section 63 of the Road Transport Act 2001 (the Act) defines an operating centre as “the base or centre at which the vehicle is normally kept”. A copy of the Act can be found on the RTLC website; www.gov.im/rtlc Section 14(1) of the Act states that; “A person may not use a place in the Island, or cause or permit such a place to be used, as an operating centre for a passenger vehicle used as mentioned in section 5(1) unless that place is specified as an operating centre in an entry relating to him in the register of passenger vehicle operators or in a passenger vehicle operator's licence held by him”. Therefore an operator must regularly keep its PPVs at an operating centre which is specified as such in the register of passenger vehicle operators or on the operator’s licence. Failure to do so is an offence under the Act and this applies to all PPVs, not just buses.
In order to be specified as an operating centre on either the register or an operator’s licence, the operator must submit an application to the RTLC to add a centre to their operator registration or operator licence. Should the application be approved, the centre is then added to register or licence. The registers of operators and lists of operator licences are available to view by the public. Please contact the RTLC office if you would like to view either of these documents.
