We write further to your request which was received on 13th May 2019 and states:

"I would like for the public to be informed regarding the annual UDA performance reports of all dental contractors on the island."

We are pleased to be able to provide a response to your request with an answer to your question: To give the public an understanding of this question, each NHS Dental Provider delivers dental services via contract with the Department of Health and Social Care.
Activity under each contract is monitored by Units of Dental activity (UDAs) linked to Bands 1, 2, 3 and 4 of the Dental Charge Regulations 2015 which can be found on www.gov.im/dentists.
The number of UDAs assigned to the different banded treatments delivered on patients are as follows: - Banded Treatment No. of UDAs Assigned for Delivery Band 1 1 Band 2 3 Band 3 12 Band 4 (Emergency Appointments) 1.2 There is a ruling with regard to dentists’ claims being made which allows claims for the previous financial year to continue to be submitted for treatments that had been started in the previous year (a 2-month cut off period). The final figures of the contract delivery of UDAs for the end of year is confirmed to the Department of Health and Social Care via the NHS BSA (National Health Service Business Services Authority) at the end of June, after which year-end review meetings can take place with contract providers.

Contract Providers are able to carryover a maximum of 4% shortfall of UDAs into the following financial year. It may be helpful for the public to also understand that when a Dental Provider over- achieves on their UDA delivery there is no additional payment made for this. The data in the above table shows that 4 providers have so far over-achieved on delivery in 2018-2019. For providers who have not reached their full target, an expectation will be that they either carryover UDAs for 2019-2020 or they can reimburse the shortfall financially (this is dependent on the amount of shortfall).
With regard to Regent Health Services Limited, they commenced a new contract on 1st April 2018, which involved taking over a previous contract and setting up their new practice, as well as receiving all patients who were previously considered ‘continuing care’ patients of the Community Dental Service. These patients had all been seen to have their final examination appointments and complete any outstanding treatments at CDS prior to be transferred to Regent Dental Care in Douglas. This meant that whilst the practice took a large number of patients, there was no requirement for Regent Dental Care to see the patients, unless for emergency treatment, until the patient’s recall appointment (as advised by CDS) was due. Therefore most patients transferred would not be required to be seen in 2018-2019. This explains the shortfall at Regent Health Services Ltd’s Douglas practice for 2018-2019 which was beyond the provider’s control. However, it is worthy to note that Regent Dental Care also opened their books to new NHS patients for both their practices and continue to assist in delivering on demand for new patients to have access to an NHS dentist. Patients at the Douglas practice were offered to relocate to the Peel practice if it was more convenient to them and the overall delivery for Regent Health Services Ltd is combined between both practices (similar to that of Port Erin Dental Surgery and The Square which are practices with contracts owned by the same providers).
