Original Request
I seek full details of any analysis conducted by the DESC and any independent analysis undertaken by each of the Islands five secondary schools regarding the levels of progression made by their pupils from entry to Year7 until completion of Year 11 in English, maths and science. Whilst the Department has previously provided details of the percentage of pupils making a particular number of levels of progress from end KS2 to end KS4 (as per SSRE toolkit guidance) this particular request seeks details of progress made from a precise starting point (their end of KS2 level assessment). For example, how many students ending Year 6 (commencing Year 7) with a level 4b in maths achieved at least a Grade C in that subject at GCSE/IGCSE, same for level 4c, 5a, 5c etc? All levels from 3c upwards to be included. Where held, this data is requested for the cohorts completing KS4 in 2016, 17 and 18 and cohort numbers are desired e.g. at X school 50 pupils commenced Year 7 assessed at level 4b in maths of which 35 (70%) achieved a C or higher, 20 pupils commenced Year 7 assessed at 4c in maths of which 3 (15%) achieved C or higher.

We write further to your request which was received on 24 April 2019 and which states:

Our response to your request is as follows: While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because the Department and the majority of the secondary schools do not collate the information in the format that has been requested i.e. progress made from the end of key stage 2 to end of key stage 4 from a precise starting point e.g. 4c, 4b, 4a, etc. (end of key stage 2 level assessment). Where the data is not held in the format that has been requested section 8 (3) of the Freedom of Information Act 2015 states;
Nothing in this Act requires a public authority to – (a) Create or derive information from information that it holds; (b) Undertake research into, or analysis of, information that it holds.
I have enclosed copies of the information that is held by Queen Elizabeth II High School. However this information is only held for 2018. Therefore there is no information available in the format that has been requested for 2016 and 2017. Please note that there is a difference in some of the pupil numbers for those achieving a grade C or below, due to no key stage 2 level data being available. These pupils are not included in the overall number, compared to pupils who have achieved a grade B or higher.
