What has caused the defects on the road on Richmond Hill, and is the government having to pay for the remedial costs, if so how much? What actions are being taken the areas of broken areas of the new surface and what action are they going to reduce the cliff edge from the road edge into the bottom of the ditch which is a serious hazard along Ballavitchel Road . Are the reflective billiards going to be reinstated on either side of Ballavitchel Road ? What is the value of works as certified by the Design Team for the Promenade Contractor?

Following the findings of an internal review, we are now providing a response to your original request which states (sic) - numbered for ease of reference:

"1. What has caused the defects on the road on Richmond Hill, and is the government having to pay for the remedial costs, if so how much? 2. What actions are being taken the areas of broken areas of the new surface and 3. what action are they going to reduce the cliff edge from the road edge into the bottom of the ditch which is a serious hazard along Ballavitchel Road. 4. Are the reflective billiards (bollards) going to be reinstated on either side of Ballavitchel Road ? 5. What is the value of works as certified by the Design Team for the Promenade Contractor?"

The answers to your questions are as follows: 1. The root cause of the problem is still to be determined, a specialist from the Transport Research Laboratory (TRL) has been engaged and his report is due shortly; this will determine the most suitable treatment to rectify the problems encountered. The Government will expect the remedial costs to be borne by the contractor. 2. The actions on the areas of failed surface dressing will be determined following receipt of the TRL report. The road condition is constantly being monitored and any necessary actions will be taken if there is a further deterioration. 3. The drainage ditches will be filled with clean stone to reduce the depth yet continue to allow free drainage of the carriageway. 4. The reflective bollards will be reinstated. 5. This information was provided separately on 30th April in request number 800665.
