In relation to the last 5 full academic years for each Island primary school please advise: The percentage of children who made more than 6 sub levels of progress (so, not including those who made 6 sub levels, only those who made more than that) and the average number of levels of progress made by pupils in each school from completion of KS1 to completion of KS2 in each of the following subjects: Reading, Writing, Speaking & Listening, Mathematics and Science. Additionally, for each school what was the cohort size to which the percentage data requested relates to e.g. 66% of 18 pupils. In relation to allied SSRE assessments (classified as Inspirational, Very Effective, Effective and Not Yet Effective) a typical definition will be 'x% of pupils make 6 or more sub levels of progress over KS2 in most of the core subjects'. 'Most' is defined as any percentage above 50%. Please clarify what the core subjects are. For example, are Reading, Writing and Speaking & Listening classed as a core subjects in their own right or is the data for these aggregated to give an overall literacy figure? Presumably mathematics and science are classed as core subjects?

We write further to your request which was received on 11 March 2019 and which states:

The percentage of children who made more than 6 sub levels of progress I have enclosed copies of the information that is held by the primary schools. While our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because the schools do not have the data available to them for a particular academic year or the data is not held in the format that has been requested i.e. the data is only held for 6 or more sub levels of progress. Where the data is not held in the format that has been requested section 8 (3) of the Freedom of Information Act 2015 states;

Nothing in this Act requires a public authority to – (a) Create or derive information from information that it holds; (b) Undertake research into, or analysis of, information that it holds. The average number of levels of progress made by pupils I have enclosed copies of the information that is held by the primary schools. While our aim is to provide information whenever possible, in this instance the Department does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because the schools do not have the data available to them for a particular academic year or the data being requested is not analysed to derive information as requested.
