We write further to your request which was received on 23 January 2019 and which states:

While our aim is to provide information whenever possible, in this instance the Cabinet Office does not hold the information that you have requested. The Cabinet Office does not hold this information as whilst the Crown and Elections team compile the electoral registers, these are then securely transferred to the General Registry. The General Registry is the relevant Government agency in respect of selling copies of the full register to credit reference agencies.
