I write further to your request which was received on 17 December 2018 and which states:

"How much income tax is over due for 12 months Same as for ni Same as for rates"

You subsequently advised us that because information relating to arrears of tax and national insurance was recently published by the Treasury in response to Freedom of Information request 654168 (which is available to view on Government’s FOI disclosure log), you only require information about outstanding rates amounts. In respect of outstanding rates payments: for the rating year 2017/18 the total billed by the Treasury was £37,169,141 and there is currently £347,494 outstanding, which represents a collection rate of 99.07%. Please quote the reference number 684267 in any future communications.
