We write further to your request which was received on 1 October 2018 and which states:
"How much will have been paid to Sparks at the end of the agreed end of the Contract? How many new jobs have been created?" Our response is as follows: 1. “How much will have been paid to Sparks at the end of the agreed end of the Contract?” The Department does not hold or cannot, after taking reasonable steps to do so, find the information that you have requested. This is because negotiations between the Department and Spark Impact are still ongoing. In addition the amount that will be paid to Sparks by the end of their contract is not held because it will depend on whether outstanding applications for support are agreed or not, as an element of their fee is based on value of financial assistance provided. For the sake of clarity however, no additional payments outside the contract structure have been paid nor are proposed to be paid. The contract has been terminated within the normal contractual arrangements. The fees payable in the present financial period will be made available in the Detailed Government Accounts for 2018/19 which will be published in July. 2. “How many new jobs have been created?” The information that we hold states that the total number of jobs created is 16. This data is as of June 2018, when Spark completed the last quarterly survey of portfolio companies. The new quarterly survey to the end of September is currently underway by Spark. While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested.
