Dear Thank you for attending the review meeting held on Thursday the 19th July at the Sea Terminal with your colleague a Director from the Motorsports Association. I hope that you feel that the review gave an opportunity to all parties to explain their position and I believe there was a reasonable and frank exchange of views. I would also like to thank you for the draft safety plan provided at the meeting.
It was, I believe, accepted by Rally Isle of Man at the meeting that the Department had reasonable and understandable concerns surrounding the safety and conduct of events in recent years and that Rally Isle of Man appreciates that the ongoing nature of these concerns has resulted in reservations about Rally Isle of Man’s ability to lead the event. The statements made by both you and went some way to reassuring me that the leadership of this year’s event will be completely different to previous years, both in leadership personnel and culture. Specifically, that you will be the Clerk of the Course and that you will be accountable for delivering this event appropriately and safely.
On the basis of this commitment to change the leadership of the event and to accept the concerns of the Department I am willing to conditionally proceed with the planning towards holding an event this year.
1. Specifically, I ask you to confirm that you and you alone, will be the Clerk of the Course for this year’s event and that you will be fully accountable for leading the delivery of this year’s event, both in the planning and implementation stages. Further, that you will implement appropriate leadership and resources, within the event’s organisation, to ensure that it is successfully undertaken by responsible people. I am particularly concerned that you appoint a competent safety officer.

particularly with those whose homes and business lead onto the stages, are contacted in good time and that they are fully aware that the event is taking place.

  1. Finally, that you reconsider the Dhowin Stages and the Classic Stage of the rally.

In the case of the Dhowin Stage (SS8), it appears that it will have an impact on the school and requires some of the students to leave school early on the Friday because buses will not be able to take them home at the normal time. I would ask that you reconsider this stage or you reassure me quickly that this issue has been dealt with fully and appropriately. Additionally, the Dhowin Stages (SS8 and SS16) appears to have a significant impact on the residents of the North and I would ask that you confirm that you have consulted with the local authorities in the north and the Ramsey Chamber of Commerce. I would like written confirmation that this consultation has taken place with a commentary on the feedback received.

In respect of Glencrutchery Road, I ask that you do not plan to use it this year in light of the severe impact it has on traffic on the Promenade. Last year it caused a great deal of backlog and the lack of communication around the event timings led to the general public being considerably inconvenienced. I ask that you remove the Glencrutchery Road part of the Classic Stage SS18 on Saturday afternoon.

As long as you are willing to confirm that you are able to meet these conditions, I propose that we move forward together in the spirit of attempting to make sure that this event takes place. However, I would note that if we feel, at any time, that there is not a willingness to work together or that matters are not being dealt with in a timely and appropriate fashion the Department will withdraw its support. I hope you saw from the meeting and the attendance at the meeting that there is significant support for this event from within Government. However, this support should not be taken for granted. The Department supports rallying events and wishes to see the Isle of Man as an exemplar of good practice. I would like to believe that this is also your ambition and that we can work together to make this happen.

Our response to your request is as follows: While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because it is absolutely exempt under section 25 of the Act (absolutely exempt personal information). The reasons why that exemption applies are that • The Department of Infrastructure is satisfied that the information amounts to personal data under the current data protection legislation as applied in the isle of man and the Department is satisfied that disclosure of the information would contravene one of the data protection principles, namely that the Department can only disclose the information where it would be fair, lawful to do so. The conditions can be found in the attached document.
