Programme for Government:
The need for a new Education Bill, to replace the current Education Act 2001, links to the Strategic Objective Island of Enterprise and Opportunity in the Programme for Government and the outcome “We have an Education system which matches our skills requirements now and in the future”.
Summary of process to date
The Department was asked by the Legislation Sub Committee of Council of Ministers to go out to Consultation on the principles underlying the New Education Bill, prior to drafting instructions being submitted to the Attorneys General’s Chambers.
The Consultation was launched on the 11 October 2017 and closed on 22 November 2017.
Feedback on the consultation was uploaded to the consultation hub on 10 January 2018 and an information paper on the outcomes from the consultation submitted to Council of Ministers for their meeting on 18 January 2018.
The Department was asked to submit a paper to the Legislation sub committee of Council
detailing any changes to the drafting instructions arising from the consultation. This paper
was submitted for their meeting on 23 March 2018.
The Department was informed on the 24th April 2018 that the sub committee had approved the drafting instructions and that they should seek approval from the Council of Ministers to submit the drafting instructions to the Attorney General’s Chambers.
Recommendation
Council of Ministers give approval for the Department of Education, Sport and Culture to submit the drafting instructions for the new Education Bill to the Attorney Generals’ Chambers.
