Dear ###
We write further to your request, received 17 February 2026, which states:
"Dear FOI Team,
I am submitting this request under the Freedom of Information Act 2015.
I would like to request information regarding the operational status of Isle of Man Airport on the morning of 15th February 2026.
Specifically, please provide
-
The reason the airport was not open to accept the scheduled morning arrival of Easyjet EZY515
-
Any operational logs, internal reports, or communications that explain the decision not to open the airport at the scheduled time, particularly relating to the time the website was updated to advise the Island population.
-
Details of staffing levels (e.g., air traffic control, fire and rescue, security) for that morning, and whether staffing availability contributed to the closure.
-
Any policies or procedures that outline how decisions are made regarding airport opening times outside standard operating hours.
-
Any correspondence between the airport and the airline relating to the delayed or diverted flight.
If any part of this request is unclear or would benefit from refinement, please let me know so I can amend it.
I look forward to your response within the statutory timeframe.
Kind regards,"
Our response to your request is as follows: I have enclosed copies of the information.
- The reason the airport was not open to accept the scheduled morning arrival of Easyjet EZY515
The airport was unable to accept the scheduled morning arrival of EasyJet EZY515 due to Air Traffic Control (ATC) staffing levels being insufficient to safely operate the airfield. This was as a result of icy road conditions. Please see below media post.
- Any operational logs, internal reports, or communications that explain the decision not to open the airport at the scheduled time, particularly relating to the time the website was updated to advise the Island population.
The Department holds operational records relating to the event. Copies of the ASDM report, Watchroom logs and ATC logbooks for the relevant period are attached, which record the operational circumstances and decision-making at the time.
- Details of staffing levels (e.g., air traffic control, fire and rescue, security) for that morning, and whether staffing availability contributed to the closure.
See attached Watchroom logs. Security is provided by third party contractor therefore the Department does not hold the information. 8 Fire crew personnel on duty. ATC staffing – 1 ATSA from 0630, one-part qualified ATCO from 0645, 1 fully qualified ATCO from 0830 – airport requires a minimum of one fully qualified ATCO to open and operate.
- Any policies or procedures that outline how decisions are made regarding airport opening times outside standard operating hours.
On this occasion the airport was operating within its published opening hours, although opening was delayed due to operational circumstances.
- Any correspondence between the airport and the airline relating to the delayed or diverted flight.
Communications with airlines regarding operational matters are generally managed
through the airport’s ground handling agent, a third-party service provider.
Following searches of departmental systems and records, the Department has
identified no correspondence held by the Department between the airport and easyJet
relating to this flight.
While our aim is to provide information whenever possible, in this instance we are
unable to provide some of the information you have requested because it is absolutely
exempt under section 25(2)(b)[(i)/(ii)] of the Act (absolutely exempt personal
information). The reasons why that exemption applies are that:
• The Department of Infrastructure is satisfied that the information amounts to
personal data of which you are not the data subject; and
• The Department of Infrastructure is satisfied that disclosure of the information
would contravene one of the data protection principles as set out at Article 5 of
the General Data Protection Regulation as it applies in the Isle of Man pursuant
to the Data Protection (Application of GDPR) Order 2018, namely that the
Department of Infrastructure can only disclose the information where it would
be fair, lawful and meet one of the conditions for lawful processing in Article 6
[or if you are dealing with sensitive personal data “and one of the conditions in
Article 9 of the GDPR and Schedule 2 of the Implementing Regulations is met”]
and in this case, none of those conditions have been met.
