We write further to your request which was received on 10th July 2018 and which states:

Our response to your request is as follows: Request 1. What classification was changed? Response The email attached to your request had been extracted (page 335, dated 23rd November 2016) from a Data Subject Access Request response that was sent to you on the 13th October 2017. As this has already been supplied to you as Personal Information under the Data Protection Act 2002 it is absolutely exempt from release under section 25 of the Freedom of Information Act 2015 (FoIA). 25 Absolutely exempt personal information (1) Information is absolutely exempt information if it constitutes — (a) personal data of which the applicant is the data subject; I would however, refer you to pages 334 to 337 of the information supplied to you previously and referred to above. That is the only information held by the Department in relation to your request. In addition, this email seems to refer to a conversation, which is not information that is “held” by the Department. - Draft Uplands Policy - this was promised by Richard Lole years ago. Response This is publically available on the internet using the link below. The documents you need are the two “downloadable documents” on the top right of the page. https://www.gov.im/about-the-government/departments/environment-food-and- agriculture/forestry-amenity-and-lands-directorate/manx-upland-strategy/ This report and the “Issues and Opportunities” document is the final part of this work and no subsequent policy was ever drafted. Under section 20 of the FoIA, information accessible to an applicant by other means is absolutely exempt from release “if it is reasonably accessible to the applicant, whether free of charge or on payment, other than by requesting it under” the FoIA. In addition to being able to access it online, via the link above, you made the same request to the Agricultural Policy Manager in an email of the 12th December 2016 and he sent you a link to the same documents on the 15th December 2016. Please quote the reference number 527734 in any future communications.
