We write further to your request, received 27 January 2026, which states:

"The recently constructed overtopping wall on Harris Promenade appears to be incomplete in accordance with planning application 24/00743/B. When will the following be completed:

  • The installation of information/artwork in the wall recess.

  • Under-head lighting in the recess.

When will the overtopping wall at Loch Promenade, adjacent to the Bottleneck Car Park, be completed? Planning reference 22/01264/B."

Our response to your request is as follows: I have detailed below the information that is being released to you.

The installation of information/artwork in the wall recess. The design of the artwork panels is currently being completed. It is the Departments intention once the designs are complete, to have the artwork manufactured and installed. A date for this is not yet finalised.

Under-head lighting in the recess. All necessary infrastructure and electric cabling is installed to the base of the sea wall at the location where each art panel will reside. Working in partnership with Douglas City Council, the lighting strips will be fitted prior to the installation of the artwork panels.

When will the overtopping wall at Loch Promenade, adjacent to the Bottleneck Car Park, be completed? Planning reference 22/01264/B. An invitation for contractors to tender for the construction of the Phase 2 sea wall works will be notified in the next few weeks. Following a successful outcome, construction of the sea wall is likely to commence in the final quarter of 2026.
