We write further to your request, received 23 December 2025, which states:
"What is the full list of descoped works which failed to be completed but were granted and approved for on the recent reconstruction of the Douglas Promenade?
When can we expect the work to be finished?"
Our response to your request is as follows: I have detailed below the information that is being released to you.
What is the full list of descoped works which failed to be completed but were granted and approved for on the recent reconstruction of the Douglas Promenade? NB: This is the major reconstruction which commenced in September 2018.
In 2020 the Department of Infrastructure received Council of Ministers approval to accelerate the Douglas Promenade Regeneration scheme. Acceleration was granted to expedite construction, ensuring the scheme was completed at the earliest opportunity to minimise the ongoing pressures felt by local businesses and the community because of the impacts of COVID and the works themselves. Approval was granted to include targeted changes to surface materials, alongside the removal from Scope of other elements of the work. Whilst some elements remained omitted entirely from the whole of the works, several elements were undertaken and completed by Department of Infrastructure in-house resource.
In summary, the following elements were omitted from the Scope entirely:
• The installation of the tram line south of Castle Mona Avenue to the Bottleneck car
park.
• Several physical buildouts within the demarked parking area(s) along the length of
Loch Promenade.
The following were removed from the Contractors Scope but delivered by Department of Infrastructure in-house resource:
• Side street construction work along Loch Promenade, Regent Street, Howard Street, Granville Street and Senna Slip. • Pedestrian crossing installation work along Loch Promenade.
Surface material construction change:
• Both roundels at Church Road Marina and Broadway.
When can we expect the work to be finished?
The Department of Infrastructure is progressing a business case to extend the single tram line from its existing location north of the Broadway junction to the Bottleneck car park. Moving forward, this proposal ultimately requires both Treasury and Tynwald approval and currently has no definitive delivery date. All other identified works are either complete or are no longer required as part of the overall Douglas Promenade Regeneration scheme
