I am seeking information on Achievement Against Prior Attainment (for those pupils completing KS2) in the Island's primary school sector. Accordingly, can you provide the following information: Details of each Key Performance Indicator used to measure this value added from KS1-2 (e.g. percentage of Y6 pupils making 2 (or more) whole levels of progress in mathematics from completion of Y2; average levels of progress in English since Y2 etc); For SSRE reporting purposes how these KPIs are classified in relation to the Island average data (e.g. very effective, effective etc); and For each on lsland primary school the Achievement Against Prior Attainment data collated for the last three full academic years (ending 2015-17 inclusive) together with the Island average data for this period.

We write with an update further to your request which was received on 26 June 2018 and which states:
"I am seeking information on Achievement Against Prior Attainment (for those pupils completing KS2) in the Island's primary school sector. Your request comprises 3 parts, and our response is as follows:-
1. Details of key performance indicators used:
We use the progress of children from one year to the next to measure the
‘value added’. The expected progress is 1.5 sub- levels each year or 1 full level
every two years. Value added is therefore any child that makes 2 sub-levels in
a year or more than 1 full level across two years. From the end of KS 1 to the
end of KS 2 the expected progress is 2 levels across 4 years. Value added
would therefore be more than 2 levels or more than 6 sub-levels across 4
years. This data is monitored for every child and then the percentages for the
cohort used for reporting purposes.
2. SSRE reporting/how KPIs are classified:
This data is not compared to Island averages but to the current SSRE
achievement toolkit thresholds. These are the same for all schools. These
thresholds consider children achieving expected progress and above, not just
above expected progress.
- Attainment data for each primary school: I have enclosed copies of the information received from each of the schools, to the extent held and used by them.

Ballaugh Primary School 2017-18 SSRE classification of progress = achievement across Key Stage Two was inspirational as all (100%) of the 9 pupils that attended the school for the duration of KS 2 made 6 or more sub levels progress in all of the core subjects. 2016 -17 SSRE classification of progress = achievement across Key Stage Two was inspirational as all (100%) of the 10 pupils that attended the school for the duration of KS 2 made 6 or more sub levels progress in all of the core subjects. 2015 - 16 SSRE classification of progress = if using the same classification process for 2016 progress data (the criteria changed for 2016 / 17) achievement across Key Stage Two was very effective as the large majority (65%+) of pupils that attended the school for the duration of KS 2 made 6 or more sub levels progress in all of the core subjects. Maths 2015 – The Old tracking system in place, meaning that tracking progress from entry to KS2 was not possible, however tracking data shows that from Year 4 onwards (3 years of education) 91% of pupils made expected progress (4.5 sub levels, 9APS + progress) 2016 – 86% of pupils made 6 sub levels + progress 2017 – 68% of pupils made 6 sub levels + progress
Science As stated and discussed during a recent Validation, no progress data is available for Science as new tracking systems were put in place during 2015/16 and therefore we do not have any historical data to track progress through an entire Key Stage. This data will be available when one full cycle (4 years) has been completed.
