This request is for both information and opinion. Under the Freedom of Information Act (“FoIA”), public authorities are required to provide recorded information. However, in line with our duty to advise and assist, we are happy to respond as follows:

Has the CCMS now been introduced? Yes.
What was the date of introduction? The CCMS went live on 13 August 2025.
How much was spent up to the date of introduction? From initial draw-down to 31 August 2025, expenditure was £1,316,604.
How much has been spent since the introduction? From 1 September 2025 to 30 November 2025, expenditure was £63,239.86.
Is the CCMS fully functional?
Yes. CCMS generally meets with all agreed requirements for its initial go-live release. It is currently in the post go-live phase, with ongoing developments informed by user experience and feedback to continuously improve functionality.
Has the CCMS helped deliver a court service that is modern, efficient, and digitally robust?
Yes. CCMS replaced a legacy system introduced in 1998 that was subject to regular outages, end-of-life, unsupported by its supplier, and incompatible with current Isle of Man Government ICT infrastructure and data security requirements. The CCMS application has delivered a contemporary digital environment that provides a more robust business continuity setting whilst also providing the digital foundations to support further enhancements in the future. These enhancements will deliver greater efficiencies and expand the range of digital services available to our customers. We remain committed to delivering a court service that is modern, efficient, and digitally robust while ensuring value for money.
