We write further to your request, received 21 November 2025, which states:

Our response to your request is as follows: I have detailed below the information that is being released to you.

Highways have 2 craftsman joiners. Neither have had a market rating uplift.

There are 5 Craftsman Joiners employed within the DOI Facilities Management Section Three currently have a market rating of 12% and two have a market rating of 4% A Market Rating Review of Skill Zone 3 Staff was undertaken in 2022/23. As a result some staff received either received a 4% or 12% market rating uplift dependant on what Spine point they were currently on. Those eligible for consideration for an uplift of 12% were first assessed against a Competency Framework. This was implemented on 1st January 2023.
