Whilst Mark Lewin is leading the work of the review, the Department will have to action the re-instatement of Tynwald members charging. Hannah is still looking to schedule a meeting date with you all and you should get an invite shortly. Everyone else just takes what space is available so it’s not a dedicated space as such. There have been times, on a Keys or Tynwald sitting day when some members haven’t been able to get a space for one reason or another. Therefore members are not getting a dedicated space. There will need to be a review right across Government including the Judiciary etc as we discussed and we just need to get Tynwald members paying again first.

If members prepay then there shouldn’t be any issue. If a member stops paying then just remove access  to the garage via the swipe cards so they can’t get in. I have amended the suggested letter as follows.  Comments welcome.  I do not intend to send it until the morning. Dear Tynwald Members, It is Government’s intention to reintroduce parking charges for public servants and employees in line with the existing Tynwald resolution approved in 2015 and approved policy in the Report on the Allocation and charging for Government Car Parking spaces in Central Douglas Offices [GD 2015/0056].  The first step in reintroducing charges was notified to Tynwald Members on 30th May 2025.  Thank you to everyone who has replied to advise of their choice: Please confirm by email to 1.      if you wish to park in the underground car park at Central Government Offices; and 2.      if you would like payment to be deducted at source by payroll monthly. Some members have indicated that they will pay for their daily parking in Chester Street as they do not attend Govt Buildings or the Legislative Buildings frequently enough to justify a full-time space.  I have asked my Department to explore how we can offer a pay-as-you-go option that would suit occasional users.  I anticipate that we will be able to deliver this option before the end of this year.  The scheme that has already been put in place will continue to be rolled out.  If you have not yet notified Yvonne of your choice, please can you do so, even if only to say you don’t want a space?  We will explore how to achieve a PAYG option as soon as reasonably Section 25 Section 25 practical and will update you when this is available.  You may of course change your choice at any time. On another note, Mark Lewin has messaged to ask DoI to check that the relevant Order is in place for the charges.  AGC advice is that an Order is needed for charging, not just for fines.  There seems to be some uncertainty over whether an Order was in place for the 2015-2020.  Can you get Ian onto this please?  The important thing for now is that we have the powers to make the Order and that we get an Order in place to make the charges.
