Business, Digital, Finance and others. Specifically, I seek the following: 1. Organisational Structure and Role Descriptions Copies of current organograms for the Department for Enterprise, including each of the Agencies operating within it. Copies of organograms for the Department prior to the creation of the Agencies. A list of all job titles currently employed within the Department and its Agencies, along with a brief explanation of the responsibilities associated with each role. 2. Staffing Numbers Total number of staff employed by the Department for Enterprise immediately prior to the creation of the Agencies. Total number of staff currently employed by the Department and its Agencies. A breakdown of staffing numbers by Agency, including any shared services or cross-departmental roles. 3. Salary Expenditure The total annual salary bill for the Department for Enterprise in the financial year immediately preceding the creation of the Agencies. The total annual salary bill for the most recent complete financial year, including all Agencies. A breakdown of salary expenditure by Agency, if available. 4. "Request for Information Regarding Departmental Expansion and Agency Staffing
I am writing to request information under the Freedom of Information Act regarding the structural and staffing expansion of the Department for Enterprise following the creation of its internal Agencies. Business, Digital, Finance and others.
Specifically, I seek the following:
- Organisational Structure and Role Descriptions
Copies of current organograms for the Department for Enterprise, including each of the Agencies operating within it.
Copies of organograms for the Department prior to the creation of the Agencies.
A list of all job titles currently employed within the Department and its Agencies, along with a brief explanation of the responsibilities associated with each role.
- Staffing Numbers
Total number of staff employed by the Department for Enterprise immediately prior to the creation of the Agencies.
Total number of staff currently employed by the Department and its Agencies.
A breakdown of staffing numbers by Agency, including any shared services or cross- departmental roles.

The total annual salary bill for the Department for Enterprise in the financial year immediately preceding the creation of the Agencies.
The total annual salary bill for the most recent complete financial year, including all Agencies.
A breakdown of salary expenditure by Agency, if available.

A list of all currently vacant posts within the Department and its Agencies.
A list of all roles currently being advertised, including job titles and the Agency or unit they fall under.
A list of any planned or approved future vacancies or new posts, including anticipated recruitment timelines where available.

The Department for Enterprise was formally created under the Transfer of Functions (Economic Development and Education) Order 2017. The Order was approved by Tynwald on the 22nd November, 2017.
Where it has not been possible to provide data for the immediate period before the above mentioned Order came into effect, the nearest data to that requested has been provided.

Organisational charts for the nearest period to when the Department of Economic Development (DED) still existed are attached to this letter (dated January 2017), marked appendix 1.

The following table details the numbers of staff employed prior to the restructuring of the then DED and as it stands as of November 2025.
In respect of the data provided for the year 2017. Given the review of DED which was undertaken prior to the formal Transfer of Functions Order as referenced above, there were a large number of vacant posts held prior to recruitment whilst the review was completed and formal Tynwald approval for the revised Departmental structure and approach was obtained.
