Original Request

We wish to request, under the Freedom of Information Act 2015, the following information as recorded in the Commission's records and management information. This request is for statistical data only and does not require the Commission to create new information, or compile data beyond what is already held. Please provide the following statistical information, for each month over the last 5 years (since 01/10/2020), broken down by licence and sub-licence category: 1. Licence/registration enquiries made. 2. Applications submitted, declined, withdrawn, pending, and granted. 3. Licences or permits surrendered, suspended, or revoked. 4. Current licences and permits held (as of today). 5. Compliance inspections carried out, including the statutory power under which each was undertaken. 6. Enforcement referrals, enforcement matters accepted for investigation, and directions issued (including the statutory power relied upon). 7. Number and total amount of fines or civil penalties issued. 8. Requirements for information utilised, requests for information made, and questionnaires issued (including, where recorded, those issued via third-party compliance systems or other methods). In addition, for the Commission itself, for each month over the last 5 years (since 01/10/2020), please provide: 9. Total staff numbers per division, including secondees, temporary staff, or otherwise engaged. 10. Total contractors engaged. 11. Total expenditure of the Commission, broken down per division into: salary costs, travel and associated expenditure, third-party costs, staff bonuses, and other costs.

I write further to your request, received 1 October 2025, which states:

"We wish to request, under the Freedom of Information Act 2015, the following information as recorded in the Commission's records and management information. This request is for statistical data only and does not require the Commission to create new information, or compile data beyond what is already held.

Please provide the following statistical information, for each month over the last 5 years (since 01/10/2020), broken down by licence and sub-licence category:

  1. Licence/registration enquiries made.
  2. Applications submitted, declined, withdrawn, pending, and granted.
  3. Licences or permits surrendered, suspended, or revoked.
  4. Current licences and permits held (as of today).
  5. Compliance inspections carried out, including the statutory power under which each was undertaken.
  6. Enforcement referrals, enforcement matters accepted for investigation, and directions issued (including the statutory power relied upon).
  7. Number and total amount of fines or civil penalties issued.
  8. Requirements for information utilised, requests for information made, and questionnaires issued (including, where recorded, those issued via third-party compliance systems or other methods).

In addition, for the Commission itself, for each month over the last 5 years (since 01/10/2020), please provide:

  1. Total staff numbers per division, including secondees, temporary staff, or otherwise engaged.
  2. Total contractors engaged.
  3. Total expenditure of the Commission, broken down per division into: salary costs, travel and associated expenditure, third-party costs, staff bonuses, and other costs."

We have provided the majority of the information you requested. However, in a small number of instances,
we have applied a practical refusal under section 11(3)(b) of the Freedom of Information Act 2015, as
complying with the request would require the Gambling Supervision Commission to undertake one or more
of the actions listed in section 8(3) of the Act.

Specifically, fulfilling the request would necessitate the creation or derivation of information from records we hold, or involve a substantial collation or compilation of unstructured data. The Act does not require public authorities to carry out such tasks in response to a request.

We have indicated in the attached document where this practical refusal has been applied.

Please find attached the information that is being released to you in response to your enquiry. For ease of reference, please quote 4970415 in any future correspondence regarding this request.

There is also 1 application that has been approved but not yet licenced – this was submitted in February 2025 and approved in August 2025.

Note that Online Gambling licences are issued for a period of 5 years and so a 5-year renewal process is required at the end of each 5-year period to issue a licence for a further 5 years, if the licence holder so wishes.
