Allocated parking in the underground secure car park at Central Government Office is available for all Members of Tynwald subject to the payment noted below. Scope of the Policy Tynwald Members are eligible to apply for parking privileges at Government buildings including the use of a dedicated Tynwald Members’ parking area in the secured underground car park at Government Offices and free parking at other Government Office car parks. The policy will apply to Tynwald Members, including Members of the House of Keys and Members of the Legislative Council. It will not apply to officers or staff of Tynwald. The policy will apply to parking privileges at all car parks associated with administrative Government buildings across the Island; it does not include the use of the staff parking area at the Airport unless the Member is attending a meeting at the Airport or travelling off Island on official Government Business. It will not apply to general car parking in public parking areas such as Chester Street Car Park, Disc Zone Parking or on street parking. In these areas the normal rules of use will apply. Policy Details a) Parking Space Allocation • Tynwald Members will have access to the Tynwald Members’ parking area in the secured car park at Central Government Offices; there is sufficient space for all Members of Tynwald. • In other Government Office parking areas, parking will be permitted in unallocated spaces. • Some Government Departments will have assigned parking to the Minister or Members; this will only be available for use if the Minister or Member has a valid parking permit. • A maximum of one parking permit per Member will be issued. The permit is for the use of the named Member only and is not to be copied or shared. • The permit is only valid if it is displayed prominently in the vehicle and payments are up to date. • The Department of Infrastructure will issue the permits. b) Parking Rates • Tynwald Members’ parking will be charged at a commercial comparative rate set by the Department of Infrastructure. The rates will be reviewed annually on or around the 1st November each year. • The standard rate for a parking space is £1,140 per annum for the year 2025. • Part years will be charged pro rata. • There will be no discounts or exceptions. • Payment can be made annually in full, or by monthly instalments taken at source from the Member’s pay. • Monthly payments will be taken in advance and be at the rate of £95 (£1,140/12). c) Compliance and Enforcement • All Tynwald Members are expected to comply with this policy. • Enforcement will be through Fixed Penalty Notices. • The Department of Infrastructure is responsible for monitoring compliance and issuing notices. d) Policy Review • This policy will be reviewed periodically to ensure its continued relevance and effectiveness.

It was determined that the private sector market rate for a reserved parking space should be used. I believe that the rate set is that paid by people renting a space in Chester Street Carpark. Where the money goes – does it go to DOI? The money is collected and retained by the DOI and the maintenance and enforcement responsibility rests with the DOI. The basis for enforcement in any case. Firstly, I support some form of car parking charge being introduced. The first step of reintroducing charges was notified to Tynwald Members on 30th May 2025. Several members have already requested a space in the underground carpark. Some members have indicated that they intend to pay for their daily parking in Chester Street Car park as they do not attend Govt Buildings or the Legislative Buildings frequently enough to justify paying for a space. I have asked my Department to explore how we can offer a pay-as-you-go option that would suit those Members who don’t use the Government carpark on a daily basis. I anticipate that we will be able to deliver this option before the end of this year. The scheme that has already been put in place will continue to be rolled out. If you have not yet notified of your choice, please can you do so, even if only to say you don’t want a space at this time? This will help us manage the carpark spaces more effectively. We will explore how to achieve a PAYG option as soon as reasonably practical and will update you when this is available. You may of course select a different option at that time.
