Please provide all emails, text messages and letters between the Treasury Minister, Sir Jonathan Michael and any other senior civil servants in relation with Sir Jonathan's appointment as the head of the review. Could I have copies of the interview panel's questions for appointing the chairman, Sir Jonathan, to head the review. Who sat on the interview panel that gave Sir Jonathan the job? List all other people who applied to head this review. Provide a copy of the conflict of interest form for Sir Jonathan's appointment seeming as he is a Trustee on the King's Fund and is the Chief Medical Officer at healthcare technology provider, Idox Health (6PM) as reported in 2015. I really enjoyed my recent visit to the Island and the opportunity to meet so many people involved in the Government, the Dept of Health and Social Care and the clinical services. Richard was an excellent guide. I was particularly impressed by the strong support for the idea of a review and of the principle of integration shown by the Chief Minister, The Treasury Minister and the Minister for Health and Social Care. I would be happy to help the Minister and undertake this Independent Review, assuming that we can agree the Terms of Reference and the terms of my engagement.

I have sent some comments on the draft ToR to Richard. My biggest concern is about timescale. I know that the Motion agreed by Tynwald included a commitment to recommendations being brought forward in January 2019 but the ToR for the review sensibly describe a 12 month period in order to do an effective review.
These are two timeframes are incompatibles we are now in March 2018 and I am not really available to start the review until April because of existing commitments. There is also the need to mobilise the secretariat and appoint external consultancy support. A report back to Tynwald by the end of March 2019 would seem much more realistic. Could this be negotiated?

I would also like to have reassurance that I can be supported not only by a local secretariat but also by an external healthcare consultancy capable of assessing current service delivery and opportunities for efficiency, the economic modelling about current and future funding models and could bring international experience of healthcare delivery in similar island economies. My strong preference would be to use KPMG for their work as I know that they have all these skill sets and strong Health Teams both for the UK as well as internationally. I don’t know whether it would be possible to do this or wether you would be obliged to go out to open competitive tender.

As we discussed I am usually charged out by consultancies at the full partner day rate. But to recognise that they will include a percentage for overheads, I would ask you for a reduced day rate of to undertake the review, which I would invoice through my own company Beechlawn Consulting Ltd [Reg No: 08721075; VAT Registration No. 231844714]. I would expect all reasonable expenses related to my work undertaking the Review to be covered by the IoM Government. As discussed I suggest we work on the basis of roughly 4-5 days per month and to minimise travel that this is organised so that I come over for at least a couple of days at a time. It also needs to allow for reading, writing and other activities that I can undertake from home.

Because of existing commitments and holidays I am really not in a position to start until April, although I have given Richard a couple of days in late March when I could come over for the day to assist.

Please let me know your thoughts on this and whether we have a basis to proceed. Kind regards Jonathan 5

We spoke about ways to clearly articulate the “why Sir Jonathan?” question, and discussed a number of ways to do so, including the helpful referral/references we received. Having reflected, I think the following would best answer the question:

Appointment of Sir Jonathan Michael

I am extremely pleased that Sir Jonathan has agreed to lend his considerable experience and insight to our Health Service review, aimed at delivering a truly efficient and fully integrated service.

Sir Jonathan’s track record in understanding complex health service environments, and making positive and long- lasting changes to them, is second to none. He is every inch a health service expert, receiving a knighthood in the New Year’s Honours list in 2005 for his services to the NHS. That is testament to his to his ability and commitment, and also to his positive public profile.

He originally came to the Island, at the request of the Treasury Minister, to provide his unique insight in to the work which has already been done around our Health Service, including the ongoing West Midlands Quality Review, and while he was here he took the opportunity to meet a number of health care professionals from Noble’s Hospital, Ramsey and District Cottage Hospital and the Mental Health Services’ Manannan Court.

It was during that successful and eye-opening visit that Sir Jonathan was asked if he would be willing to chair the new body which will consider the effective implementation of the proposed Health Service programme of change. He accepted that request.

We should all take pride that someone of Sir Jonathan’s stature, experience and status is willing to help guide us in this vitally important work.

It’s therefore worth remembering the experience he brings to the role. As a very brief guide, this includes the following:

• Originally qualifying in 1970, commencing a lengthy professional career as a clinical nephrologist, becoming first medical director and then chief executive of University Hospital Birmingham NHS Trust • From 2000 to 2007 he was the chief executive of Guy's and St Thomas' NHS Trust (from where he had originally qualified)
• In 2007 he became the head of British Telecom's Health division • In 2010 he moved back into the NHS as Chief Executive of Oxford Radcliffe Hospitals NHS Trust (the main teaching hospital for Oxford University, Oxford Brookes University, incorporating the Oxford University Medical School) 2 • In January 2016 he was appointed to provide independent oversight of plans for a single hospital service in Manchester

He has senior-level experience both in the private and public sectors, as well as a detailed understanding of the health service, including the introduction of high profile digital programmes.

I am sure we will all benefit from his wisdom and oversight. And his honesty too.
