Dear ###,
We write further to your request, received 11 July 2025, which states (numbering added by Treasury):
Part 1
"Please could you provide a summary of applications received by immigration route for the financial year ended 31March 2025 in the same format as Table 15 of the Isle of `Man in Numbers 2024.
Part 2
Please could you also provide a summary of visas issued for the same period in the same format."
Our response to your request is as follows:
Part 1
While our aim is to provide information whenever possible, in this instance the information in part 1 of your request is exempt from disclosure under section 41 of the Act as it is held with a view to being published at a future date – the Isle of Man in Number 2025 is due to be published in September 2025 and in all the circumstances it is reasonable that the information be withheld from disclosure until that time.
As section 41 is a qualified exemption, it is subject to a public interest test. The public interest must be something that is of serious concern and benefit to the public at large.
Factors in favour of disclosure • Publication will not cause any impact to the public authority
Factors in favour of withholding
• Premature disclosure in response to an FOI request may be unfair to others.
• Disclosure would contravene publication procedures.
• The closer it is to publication the more reasonable it would be to withhold the
information until publication has occurred.
In taking these factors into account the Treasury determined that the factors in favour of maintaining the exemption outweigh the factors in favour of disclosing the information.
Part 2
Please find attached Appendix 1 which details a summary of visas issued for the financial year ended 31 March 2025.
Please quote the reference number 4792034 in any future communications.
