Summary

The requester asked for a list of transport managers for Isle of Man companies operating goods vehicles in the UK to check regulatory compliance. The Road Transport Licensing Committee disclosed a list of 13 operators and their respective transport managers, along with clarifications on licensing requirements.

Key Facts

  • The response provided a list of 13 operators holding off-island operator licences and their designated transport managers.
  • Only goods vehicle operators wishing to operate away from the Isle of Man require an Operator Licence; those operating solely on the island require an Operator Registration.
  • Operator Licences expire after five years and require re-application, whereas Operator Registrations have no expiry date.
  • The authority clarified that not all goods vehicles over 3.5 tonnes need an Operator Licence, only those operating off-island.
  • The request was processed by the Road Transport Licensing Committee and closed on 10 June 2025.

Original Request

I am looking for a list of transport managers who run Isle of Man based companies, to see how many are based on the Island. All goods vehicle over 3.5 t need be run under an operators licence these are divided into to categories one is for Isle of Man use only and one is for off Island.  The off Island operators licence requires the companies or organisation to have a Transport manager I don't believe there is much more than 15 to 20 licences. This is for goods vehicle only not passenger carrying vehicles. There is a valid reason for this request as I believe some companies maybe a bit loose with some of regulations.

To offer advice and assistance, not all Goods Vehicles over 3,500 kgs need to be run on an Operator Licence. Only those operators who wish for their vehicles to operate away from the Isle of Man need an Operator Licence. Operators who wish to operate solely on the Island must have either an Operator Licence or an Operator Registration.

In order to be approved for an Operator Licence, an applicant must satisfy extra requirements and follow extra rules that are not required for an Operator Registration.
Operator Licences also expire five years after they are issued whereas Operator Registrations have no expiry date. At the end of the five years, a new Licence must be applied for with all the extra costs that this would entail. As a result, all operators who wish to operate solely on the Isle of Man hold Operator Registrations.

If you believe that any Goods Vehicle Operators are not complying with the relevant legislation, please contact the RTLC at rtlc@gov.im
