Original Request
I am seeking the following information for each of the Island's Secondary Schools for the last three full academic years: The percentage of Year 11 pupils making 3 (or more) whole levels of progress (9 sub levels ' e.g. 4 ' C) in English Language since Year 6 The percentage of Year 11 pupils making 4 (or more) whole levels of progress (12 sub levels ' e.g. 4 ' B) in English Language since Year 6 The percentage of Year 11 pupils making 3 (or more) whole levels of progress (9 sub levels ' e.g. 4 ' C) in Maths since Year 6 The percentage of Year 11 pupils making 4 (or more) whole levels of progress (12 sub levels ' e.g. 4 ' B) in Maths since Year 6 The average levels of progress of year 11 pupils in English Language since Year 6 (clarification as to how these average levels are determined would be helpful ' obviously it is important to class 4a-6c as 4 sub levels or 1.33 levels even though a pupil with this flightpath would have passed through levels 4,5 and 6). The average levels of progress of year 11 pupils in Mathematics since Year 6 (with clarification ' presumably as for above).

Dear ###
We write further to your request which was received on 8 May 2018 and which states:
"In response to a FOI request (Reference IM122572 dated 7th March 2018) the Department provided details of their performance indicators used to measure achievement against prior attainment from KS2-4 (providing an extract from the SSRE Secondary School Toolkit Guidance). I am seeking information about IOM Secondary School performance in this area. Accordingly, can you please provide me with the following information for each of the Island's Secondary Schools for the last three full academic years: The percentage of Year 11 pupils making 3 (or more) whole levels of progress (9 sub levels ' e.g. The average levels of progress of year 11 pupils in Mathematics since Year 6 (with clarification ' presumably as for above)."

Average level of progress (ALP) is calculated by taking into account the entirety of the school cohort, and taking a mean average of levels of progress achieved across that cohort. For example, in any Year 11 cohort there will be pupils who have made 1,2,3,4,5 LP and occasionally pupils, who, for whatever reason, have not made progress due to not taking final exams, or there being an absence of baseline data. These pupils are shown as zero or have a minus figure, hence why general averages are often below 3 across an entire cohort. It is important to note that for achievement (KS2-4) ALL pupils are included in the data, inclusive of pupils in special units, and those discounted from attainment data for whatever reason.
