"Dear Public Services Commission,

Please may you provide me with the following information:

  1. What is the notice period for a Chief Executive Officer grade within the Isle of Man Government?

  2. Which MHKs were on the interview panel during the hiring process before former Chief Executive Officer of the Isle of Man Government Andy Ralphs' appointment?

  3. Was a Settlement Agreement signed between the Public Services Commission and the former Chief Executive Officer of the Isle of Man Government Andy Ralphs ahead of - or on - his departure on 31 March 2025.

Regarding part 3 of your request, while our aim is to provide information whenever possible, this information can neither be confirmed or denied. In this instance we are unable to provide any of the information you have requested because it is exempt under section 25(2) of the Act (absolutely exempt personal information).

The reasons why that exemption applies are that:

• The Public Services Commission is satisfied that the information of this nature would amount to personal data of which you would not be the data subject.

• The Public Services Commission is satisfied that disclosure of such information would contravene one of the data protection principles as set out at Article 5 of the General Data Protection Regulation as it applies in the Isle of Man pursuant to the Data Protection (Application of GDPR) Order 2018, namely that the Public Services Commission can only disclose the information where it would be fair, lawful and meet one of the conditions for lawful processing in Article 6 and in this case, none of those conditions have been met.

  1. If a Settlement Agreement was signed, what is the value of agreement.

Reasons for such a decision varies, and may include personal issues preventing an employee from continuing their duties, a breach of contract, legal or ethical concerns, or a mutual agreement to part ways.
