We write further to your request, received 9 April 2025, which originally comprised 11 questions, and was clarified as follows:

"(1) Staffing levels since 2020: Per year and within that, per month - number of staff in post by male and female and please state what the staffing level should be by male and female

(2) Staffing - churn since 2020: Please state the number of leavers and starters by year and within each year, by month. Please state the length of service per leaver.

(3) Staffing - bullying: Please provide the number of complaints of bullying against management by year and by month since 2020

(4) Staffing - hours: Please state what the hours are that staff are contracted to work, and please state the number of times staff have been asked to work beyond those hours (by year and by month)'"

On the basis that your original request was legitimate but broad in scope, we agreed on 10 June 2025 that we would separate it into four separate parts, raising a new request for each part when the previous had been responded to, consecutively, until the response was issued in full. For clarity, this is Part 1 of 4 of your initial query.
Our response to Part 1 of your request is as follows:
While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. The reason for this is detailed in each of the points below.
(1) Staffing Levels since 2020 Please see attached PDF (“20250626 Prison Staff Data”) containing the information requested.

(2) Staffing Churn since 2020 Please see attached PDF (“20250626 Prison Staff Data”) containing the information requested.
(3) Staff Bullying Complaints since 2020 This portion of your request was referred to the Prison Administration Team and the Office of Human Resources (“OHR”), after undertaking searches for the information they were not able to find the information requested.
To provide advice and assistance, OHR confirmed that since 2020 there have been two instances of “Fairness at Work” raised at the Prison. Further distinguishing factors of these instances have been excluded to retain confidence of the individuals concerned.
(4) Staff Contracted Hours & Overtime (since 2020) This portion was also referred to the Prison Administration Team and the Office of Human Resources (“OHR”), after undertaking searches for the information they were not able to find some of the information requested.
To provide advice and assistance, a recent application for a Prison Officer was posted to JobTrain, the Isle of Man Government’s hiring portal. On page 4 of this application pack, the contracted hours of a Prison Officer are confirmed as 39 hours per week.
