As you know the plan remains that Ramsey Town Commissioners will operate the site under contract to the Department. The Attorney General’s Chambers is working on draft contracts. I anticipate local authority payments will be made on a quarterly basis, which I think is the current arrangement.   I suggest that the funds built up by the NCAS Committee are transferred to Government as contingency and these funds can be ring fenced by the Department and transferred back to the new entity when it is decided how the site will be operated after this first year.   Thank you for your continued support and Rita I look forward to a positive year ahead.   Jeff Robinson Deputy Chief Officer Department of Infrastructure Isle of Man Government   WARNING: This email message and any files transmitted with it are confidential and may be subject to legal privilege. Please take care before opening any attachments or following any links.  Dear Jeff,  Can I firstly thank you for coming to Bride last week and your attempt at making some kind of effort to untangle this mess that is the Northern Civic Amenity site.  As you know Bride Commissioners did not feel the site was being run in an open and transparent manner and as such, decided to withdraw on 31st March 24 after years of raising concerns with the committee.  Since then, without Brides involvement, the site appears to have been allowed to become operationally even worse.  Brides ratepayers are currently enjoying a much better provision at a much reduced cost which my Commissioners have been happy to implement for the last 12 months.  Following a hastily convened meeting this week, the commissioners took some time to read and discuss your proposal. They are acutely aware that mr Hooper will be attempting at all costs to force ratepayers into a position of hugely increased costs if his clause goes through. It is unfortunate that he feels increasing the financial burden of ratepayers at a very strategically difficult time is the way forward. Bride do not.  Anyway. With regard to your proposal, Bride Commissioners have agreed to the original proposal sent out in Sept 23 where £11900 per annum will be paid for from Rate payers funds for Brides share of the 24/25 CA site.  The overall opinion was that, as you stated a way forward would be found in that 12 months without resorting to forcible measures implemented by Mr Hooper,  the Commissioners are and always have been open to that discussion.  Thank you again Kindest Regards   Clerk  Sent from my iPhone On 12 Mar 2025, at 20:22, Bridecommissioners bridecommissioners@manx.net wrote: Sent from my iPhone Begin forwarded message: From: "Robinson, Jeffrey" Jeffrey.Robinson@gov.im Date: 6 March 2025 at 12:05:51 GMT To: Bridecommissioners@manx.net Subject: FW: Northern Civic Amenity Site   Dear   As you will know, the Department has engaged with various parties regarding the possibility of keeping the Northern Civic Amenity Site open for the next financial year (2025/26).   A proposal has been made that if all the local authorities with an interest in the Northern Civic Amenity Site paid the Department their share of the operational costs, then the Department would seek to contract the management of the site to Ramsey Town Commissioners, or another suitable operator, to operate the site on behalf of the Department.   I appreciate that time is of the essence and as such, I would be most grateful if you could please confirm by close of business on Thursday 13th March 2025, if you are willing to pay your share of the operational costs £11,900 to the Department. This will enable, subject to contract and the agreement of all relevant local authorities, the services of a Civic Amenity Site for your residents over the next year.     Please note that all the relevant local authorities must accept this offer to make the proposal feasible; if this agreement cannot be reached by all parties, then your planned closure of the Northern Civic Amenity Site on the 31st March 2025 will stand.
