Dear ###

This request is being handled under the Freedom of Information Act 2015.

We write further to your request which was received on 1 May 2018 and which states:

"To whom it may concern, Under the the FOIA 2015, I am requesting the provision of figures of Department expenditure on single use plastics, including but not limited to; plastic cups, plastic straws, cutlery, coffee stirrers and bin liners and bags. I look forward to your response within the statutory time limits. Best Regards Clarification Received - Per annum from 2011 to 2017."

While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find some of the information that you have requested. This is because some areas of the Cabinet Office would be required to undertake substantial compilation or collation of information that it holds, which is not required under section 11(3)(b) – Grants of requests for information - of the Act.
There are areas within Cabinet Office that can identify spend on some of the items you have requested information for and do hold the same for some of the years requested.
This is because they may provide drinks facilities, for example because they have meeting rooms, and for this reason record details of such spend. This information is supplied below: Government Technology Services 2011-12 2 x orders plastic cups £79.90 1 x order paper cups £36.65 2012-13 1x plastic cups £39.95

1x plastic stirrers £6.95 1 x paper cups £36.65 2013-14 3 x plastic cups £119.85 3 x paper cups £109.95 2014-15 2 x plastic cups £91.90 2 x paper cups £79.90 2015-16 1 x plastic cups £45.95 1 x paper cups £39.95 1 x wooden stirrers £2.65 2016-17 2 x plastic cups £91.90 1 x paper cups £39.95 2017-18 1 x paper cups = 39.95 £39.95 Total £862.05 Executive Office, Chief Secretary’s Office April 2016 to December 2016 £371.28 January 2017 to December 2017 £472.30 With regards to bin liners and bags, these items are supplied as part of the cleaning contract and therefore this information is not held by the Cabinet Office. As you may be aware, the Chief Minister has announced that the Isle of Man Government is developing a single use plastics reduction plan and will work across Departments to reduce their use and replace with sustainable alternatives. The strategy is to be debated by Tynwald at the July sitting. The Cabinet Office is committed to supporting this strategy and has already begun to implement and look at ways in which such reductions can be achieved, for example replacing plastic with wooden stirrers, using glasses instead of plastic cups (once current supply used) for water in meetings, reducing the amount of bins in offices, thereby reducing the number of plastic bin liners used, and replacing with recycling bins for non-confidential paper, plastics, cans, glass, etc.
