"1. What progress has been made on plans to implement diabetic retinal screening on the Isle of Man?

line with Section 11(3)(a) of the Act, as a practical refusal reason applies; namely we do not hold or cannot, after taking reasonable steps to do so, find the information that you have requested.
Under Section 15 of the Freedom of Information Act 2015 (Duty to provide advice and assistance), the Department the Health & Care Transformation Programme have provided the following information.
The Health and Care Transformation Programme’s (HCTP) involvement with Diabetic Eye Screening (DES) in 2021, focused on providing options for potential delivery models; the output of this was a February 2022 business case (at this time HCTP was part of The Cabinet Office).
When this work was delivered by the Care Pathways Project (and their external partner KPMG) it was part of a wider portfolio of work. It is therefore difficult to assess the monetary value allocated to this one area of work but for some context it was a relatively small part of the portfolio (in relation to resource allocation).
There is no evidence available to suggest any surveys were done during this time (patient engagement was undertaken as part of the 2020 Pathfinders work on the more general subject of Diabetes).
As the delivery of DES was considered a policy decision (as not currently provided on Island), this costed business case was transferred to the Department (circa April 2022) for approval and for onward discussion with the Screening Board and Manx Care.
