Please provide an organisational chart, aka a 'Family Tree', showing in descending order in terms of seniority - (a) all staff employed by the Public Services Commission, whose 'stationed employer' under Public Services Commission employment arrangements, is the Cabinet Office; and (b) the job titles of all such staff; and (c) the names of all such staff; and (c) the pay scales or grades applicable to all such staff by reference to the pay scales and pay grades shown on the Office of Human Resources website, or any other pay scales or pay grades; and (d) the salary maxima of all the staff shown in (a) above; and (e) whether the individual members of staff work from home; and (f) in the case of staff who work from home, how many days a week they undertake their work from home; and (g) in the case of staff who work from home, how many hours they work from home each day; and (h) whether the individual staff members are ordinarily resident in the island; and (i) in the case of individual members of staff who are not ordinarily resident in the Island, how many days a week they work on the Island; and (j) the ordinary residence of such persons; and (k) in the case of staff referred to in (i) above, whether travelling and accommodation expenses, or both, are paid for travel to the Island for such staff to attend meetings, or for any other purpose; and, or are such expenses paid for directly by the Cabinet office; and (k) in the case of staff referred to in (i) above, travelling expenses or accommodation expenses have been paid, how much have they received for such expenses in the last 6 years; and 2. On 13 March 2025 we wrote to ask you to provide further clarification as follows: Can you confirm that the words 'employed by' contained in section 2 of the request in the following phrases ' employed by the Cabinet Office through a contract for services in their own name' and 'employed by the Cabinet Office through a contract for services with a third party' s hould correctly be understood as 'works for'. The clarification is sought persons who work for the Cabinet Office through a contract for services, whether in their own right or through a third party, are not employed by the Cabinet Office as they do not hold an employment contract with the Cabinet Office. Please advise.

On 14th April 2025 you responded as follows:
“ You ask for my confirmation that “…….that the words 'employed by'
contained in section 2 of the request in the following phrases ' employed
by the Cabinet Office through a contract for services in their own name'
and 'employed by the Cabinet Office through a contract for services with a
third party' should correctly be understood as 'works for'. The clarification
is sought persons.

My request was put in clear and unambiguous terms and was based on the
definitions of “contract of service” and “contract for services” in section 2 of
the Contributions and Benefits Act 1992 here –
Categories of earners
In this Part of this Act and Parts II to V below - (a) (b) “employed earner”
means a person who is gainfully employed in the Isle of Man either under a
contract of service, or in an office (including elective office) with
emoluments chargeable to income tax as if such emoluments were received
under a contract of service; and
1. “self-employed earner” means a person who is gainfully employed in
the Isle of Man otherwise than in employed earner’s employment
(whether or not he is also employed in such employment).
The words “works for” do not appear in the definitions referred to, which
my request for information was based on.”
Cabinet Office accepts the defined employment status in respect of those engaged
under a contract for services for the purposes of this request, and has prepared the
response accordingly.
Our response to your request is as follows:

(k) in the case of staff referred to in (i) above, travelling expenses or accommodation expenses have been paid, how much have they received for such expenses in the last 6 years; and
While our aim is to provide information whenever possible, in this instance the Cabinet Office does not hold information in the format requested, (an organisational chart detailing all the sub-categories a-k requested under part 1 of your request).
