We write further to your request, received 11 February 2025, which states:

Our response to your request is as follows:
The proposal to close the greenways was jointly made by DEFA and DoI Officers. A formal decision on the closures has not yet been made by the Department. The Countryside Access Group have been included in discussions which include members of the off-roading community.

An impact assessment was not produced for the closures.
Department for Enterprise was included in the discussions to close the greenlanes. DfE has a seat on the Countryside Access Group where such discussions have taken place.
DEFA Rangers and Police will monitor the closures.
