Dear ###

We write further to your request, received 3 February 2025, which states:

"I would like to know how many applications were received for grant funding in the year of 2024 broken down into months.

How many of these applications in 2024 have been processed to offer letter stage where y an offer letter has been sent to the applicant?

How many offer letters have been sent in 2024, broken down into months between January 2024 and present day.

How many applicants have returned their offer letter after completion of work, requiring payment from the grant, between January 2024 and present day, broken down into months.

How much in GBP£ have the Dept of Enterprise paid out by way of grant payments for this scheme since it started, broken down into grant payments paid each month since beginning of this scheme to present day. How many applications are still being processed?

How many offer letters in total have been sent out since the scheme started? Of those sent out how many as a percentage have been returned with work completed? How many offer letters have been drafted but not sent out yet to applicants.

How many staff are there in Dept of Enterprise who's role it is, is to review the offer letters.

How many houses have been checked to confirm grant funded work has been completed?"

Our response

“I would like to know how many applications were received for grant funding in the year of 2024 broken down into months.”

The Department does not hold the information in the format requested, the spreadsheet provided records the number of grant applications received per week over the period of the Scheme’s operation in column B.

“How many of these applications in 2024 have been processed to offer letter stage where an offer letter has been sent to the applicant?”

The Department does not hold this information, our records do not provide the granularity of information to be able to determine this figure.

“How many offer letters have been sent in 2024, broken down into months between January 2024 and present day.”

The Department does not hold the information in the format requested, the spreadsheet provided records the number of grant applications received per week over the period of the Scheme’s operation in column C.

“How many applicants have returned their offer letter after completion of work requiring payment from the grant, between January 2024 and present day, broken down into months.”

The Department does not hold this information.

Offer letters should ordinarily be returned to the Department, before works start, for applicants to accept the terms and conditions and be able to proceed in the security of knowing that they have been awarded a grant.

“How much in GBP£ have the Dept of Enterprise paid out by way of grant payments for this scheme since it started, broken down into grant payments paid each month since beginning of this scheme to present day. How many applications are still being processed?”

The total grant amount paid is £4,023,475 as provided on the attached sheet.

Nineteen payments are awaiting processing.

“How many offer letters in total have been sent out since the scheme started? Of those sent out how many as a percentage have been returned with work completed?”

2,117 offer letters have been issued since the Scheme started.

Of these, 1,559 have received a full or partial payment.

3 | P a g e
Therefore 74% of those who have received an offer letter have then received a payment.

“How many offer letters have been drafted but not sent out yet to applicants.”

There are currently 185 applications, where the Department has received all of the required information, that have had the offer letter drafted and require checking and/or approving.

The Department has recently extended the closing date for completion of works from the end of March to the end of June 2025 for the offer letters to be issued and to provide applicants more time to complete their works. This situation is under constant review.

“How many staff are there in Dept of Enterprise who's role it is, is to review the offer letters.”

The Green Living Grant Scheme is administered by the Enterprise Support Division, alongside the other schemes that it supports. The Scheme has two fulltime administrators whose role includes drafting the GLGS offer letters. The GLGS has a dedicated Officer whose role includes reviewing the offer the letters. The Enterprise Support Manager then makes the final approval decision. Additional resource within the Division is available to assist should workload and customer and/or contractor demand require it.

“How many houses have been checked to confirm grant funded work has been completed?”

To date, 38 follow up audits, which visit the property to check that the works have been completed and to re-assess the energy rating of the property, have taken place. As the Scheme has now closed for grant applications and the number of offer letters to be issued is falling, follow up audits will become a priority in the coming weeks.
