Original Request

I would like all minutes from these meetings and subsequent ones made public, in the public interest, as this change will reduce the use of the re-use centres, which are part of the government strategy. WCAS are no longer allowing working WEEE goods to be left in the re-use centre. I would also like any emails or reference to changes to the amenity sites charging structures on the rates and on the gate. Clarification received 27/01/2025: "Provide a time frame for meeting minutes (please note: the Freedom of Information Act applies to information created on or after 11 October 2011) So from 1st November 2011 to current date - Provide more details as to what you mean by 'subsequent' Departmental meeting minutes and notes/emails - Provide a time frame for the emails between the Department and WCAS June 2012 to current date. - Provide more details as to what you mean by 'or references' Government policy, reduce, reuse and recycle, and/or any meetings or emails reflecting the changes to the WEEE policy and the impact on the government reuse part of their policy/strategy."

I’ve just come from a CA site Committee meeting and the following prices have been approved based on a 3- month trial with the staff carrying out disassembly of non-hazardous WEEE.

All items under 20kg will be FOC apart from the above exception.

These figures vary from our published figures from 02/01/25 as we now have committee approval to bring in additional resources. Please keep these to yourselves for now as, I haven’t received the formal minutes yet, so nothing will go out on media until I’ve received them.

Appreciate these vary from what the Western is charging, but having done our sums based on 3 weeks worth of data, we believe the proposed charges will help to offset the additional resources and comply the MPR requirements.

Interesting point made by Peter earlier, apparently scrap cars are not being completely stripped of electrical/ electronic components before crushing and shipping, and our understanding is that scrap metal, including our recycling steel bales, are compacted with the cars!

Is there any merit in calling a meeting, to discuss the implications of the variations in charges across the site?

Unfortunately there will changes to the cost with Fridges increasing and TV’s & PC monitors reducing and a new cost of £490 per tonne for small WEEE. I have met with today to discuss the logistics of the contract and I would suggest the large WEEE would stay as is and is collected weekly or as agreed. Regarding the small WEEE we have suggested using the Dept’s now redundant Paper (metal) bins which are relatively easy to move around and once full easy to swap for empty ones.

I have a Board meeting tomorrow, if you don’t give out some information about the contract before then, they will vote to stop taking WEEE completely, I did warn you this may happen! Apart from it starting before the new financial year and budgets being set already for next year Just because the regulation does not start until 1st January 2025, does not mean we can do nothing until then! We know absolutely nothing about the contract – costs, storage, transport? S30(2)(b) 2 Can you give us any idea?

The Companies who shut down for Christmas will be doing that in less than 2 weeks, we have very little chance of getting something sorted if we need anything making or shipping in!

We need to look at RA’s, WP’s etc etc as well as training if need be

Thank you for your letter, but with all due respect I believe giving the WCAS board until 5th January to understand, discuss and agree this content is totally unreasonable as this is effectively 4 / 5 days. We do not have a board meeting until Tuesday 9th January 2024 and I am not going to call an EGM during the Christmas period. I do not have any knowledge on this subject and I am confident that the other LA reps will be the same so it will need to be discussed on 9th January and we will revert at that time.

In advance of the meeting this afternoon, please find below, for info, my working definition of ‘problematic’ wastes. In terms of delivering a waste strategy these are listed in order of priority.

In terms of ‘solutions’, some are infrastructure reliant eg development of a new engineered landfill, STW in Peel, others relate to regulation eg using regulated compliant routes for plasterboard, or the need to ensure on going access via TFS to UK and European waste disposal routes. Some are strategic eg the eradication of JKW from the island, review of OSPAR action levels, others may require a subsidy eg assisting LAs to deliver small WEEE recycling schemes.

Prioritising the solutions will require a political steer, advised by an assessment of the strategic imperative and scale of the problem.

Some of the waste streams are being considered across other groups with Government/Boards etc. There is a need to avoid possible confusion, and waste of resources, caused by duplication of work streams.

Problematic wastes are those wastes for which there is: 1. no waste management route on or off island; (eg japanese knotweed contaminated aggregate/soil) 2. a waste management route but this route will cease in a specific time period; (eg due to site capacity, TFS restrictions, changes in UK legislation) 3. a waste management route but this is causing operational and or environmental issues (eg plasterboard and batteries in the EfW, unregulated burning)
4. a waste management route but is does not accord with the waste hierarchy (small WEEE) or climate change agenda 5. a waste management route but the cost is considered prohibitive by the industry
