Summary

The requester asked for details on the specific work duties covered by 34% and 31.5% salary allowances for Port Security roles, following a previous request for salary scales. The Department of Infrastructure disclosed that these allowances are not for specific tasks but are full recompense for rostered shifts, night duty, weekend work, and public holidays.

Key Facts

  • The 34% allowance is paid as full recompense for working to a rostered shift pattern, night duty, weekend working, and public holidays.
  • Allowances are not given for specific tasks or pieces of work but guarantee coverage required under regulations.
  • Salary pay scales for the requested roles are already publicly accessible via the FOI portal and OHR website.

Original Request

Further to my previous request and reference (4259573), Can I ask what the salaries are for Port Security Officers, Supervisors, Deputy Manager & Manager, you have sent through the Table of salaries which is appreciated but you have not given the information for what work the percentages are being paid for. So can I further ask what all the grades actually are expected to do for both their 34% & 31.5% as this part of the question hasn't be answered and I can't find this information anywhere?

Dear ###

We write further to your request, received 3 January 2025, which states:

"Further to my previous request and reference (4259573), Can I ask what the salaries are for Port Security Officers, Supervisors, Deputy Manager & Manager, you have sent through the Table of salaries which is appreciated but you have not given the information for what work the percentages are being paid for.

As you already mentioned within your request, the Department of Infrastructure has already provided you with salary pay scales associated with the roles you’ve requested. Therefore under Section 20 of the Freedom of Information Act, the Department is not required to provide this information to you as it is already publicly accessible by other means such as the FOI portal (https://services.gov.im/freedom-of-information/search ) and OHR website (https://hr.gov.im/salary-leave-and-pay/pay-scales/ ). In addition, the Department has already supplied you details regarding the percentages associated with the roles, but I have provided a further explanation below.
An allowance isn’t given for a specific task or piece of work, but usually, and in this case as detailed in the local agreement that Harbours have supplied (Appendix 1), a 34% payment is paid in full recompense of:
1) Working to a rostered shift pattern 2) Night duty 3) Weekend working 4) Working on public holidays By paying it this way it guarantees the coverage required under regulations and enables the front-line service to be provided, and it sets out the expectation that there will be these demands placed on the staff group in question.
