Property Rates and Decisions: - For the previous 5 years (from 9 December 2024) copies of all correspondence, minutes, and documents relating to the decision to reintroduce rates for the properties known as Harbourside and Old Custom House. - Records of any assessments or evaluations conducted regarding the exemption or imposition of rates for these properties since 11 October 2011. 2. Harbour Operations: - Any contracts, agreements, or memoranda of understanding between the Isle of Man government and Mezeron concerning their use of the harbour near Harbourside. - Documentation detailing any restrictions or obligations related to the harbour's operation as a working harbour, particularly as they affect adjacent properties. 3. We write further to your request, received 9 December 2024 and amended 19 December 2024, which states:

Our response to your request is as follows:
- Property rates and decisions
Please find attached in Appendix 1 the information held by Treasury for part 1 of your request.
The documents subject to disclosure to you contained a comment which is out of scope and a range of personal information. In some instances, we have concluded that the personal information is absolutely exempt from disclosure under section 25(2) of the Act (absolutely exempt personal information).
The information to which this exemption applies includes names, phone numbers, email addresses, signatures and job titles in relation to a Treasury Officer and a third party.
The reasons why this exemption applies are that:
• The Treasury is satisfied that the information amounts to personal data of which you are not the data subject; and • The Treasury is satisfied that disclosure of the information would contravene one of the data protection principles as set out at Article 5 of the General Data Protection Regulation as it applies in the Isle of Man pursuant to the Data Protection (Application of GDPR) Order 2018, namely that the Treasury can only disclose the information where it would be fair, lawful and meet one of the conditions for lawful processing in Article 6.

While our aim is to provide information whenever possible, in this instance the public authority does not hold or cannot, after taking reasonable steps to do so, find the information that you have requested for parts 2, 3 and 4 of your request.
Following a search for the information you have requested we do not hold the information you are interested in. For this reason, we are need to apply a practical refusal reason to parts 2, 3 and 4 of your request under section 11(3)(a) of the Act (information not held). As previously advised, the Treasury does not hold the information you have asked for and it is more than likely to be held by the Department of Infrastructure.
