8.1.1 The TLR pay range can be found at Appendix 2.

8.1.2 TLR 1 or 2 payments are for classroom teachers on the pay range between M4 and U3 where a teacher is required to undertake a sustained additional responsibility within the school/service’s staffing structure for ensuring the continued delivery of high quality teaching and learning for which they are accountable i.e. where a post:- 8.1.2.1 is focussed on teaching and learning;
8.1.2.2 requires the exercise of a teacher’s professional skills and judgement;
8.1.2.3 requires the teacher to lead, manage and develop a subject or curriculum area; or to lead and manage pupil development across the curriculum;
8.1.2.4 has an impact on the educational progress of pupils other than the teacher’s assigned classes or groups of pupils; and
8.1.2.5 involves leading, developing and enhancing the teaching practice of other staff.

• 8.1.3 In addition, before awarding a TLR1 payment, the school/service must be satisfied that the significant responsibility referred to above includes line management responsibility for a significant number of people. demands and breadth of the role, including the line management structure for example;
• whether there is a deputy;
• number of staff to line manage;
• whether role responsibilities extend across more than one site;
• numbers on role;
• number of lessons in area of responsibility;
• number of qualifications offered; and
• whether the role is intrinsic to school improvement activity.

• 8.2.1 TLR3s are temporary and apply to clearly time limited projects. They will not normally exceed one year.
• 8.2.2 A TLR3 can be awarded for one of the following specific reasons:-
• 8.2.3 Where a school/service wishes to make a TLR3 payment, the proposed responsibilities, level of payment (within the published range) and the duration of payment will be set out clearly. The value of the TLR3 will be determined according to the complexity and level of responsibility of the role. The school/service must have the funds and obtain permission from the Department before proceeding.

8.1Teaching and Learning Responsibility Payments (TLRs) 1 & 2
8.1.4 Factors determining the size of a TLR may include (but are not limited to) the role responsibilities such as:-
If there are concerns about the level of TLR awarded, advice can be sought from the Department.
8.2 TLR3
• where there is a genuine development or operational need and a teacher is required to undertake additional duties; or
• where there is a specific school improvement project; or
• exceptional one off externally driven projects/responsibilities.

8.2.4 A teacher cannot hold a TLR1 and a TLR2 concurrently; however a teacher in receipt of either a TLR1 or TLR2 may also hold a concurrent TLR3.
8.2.5 TLR1 and 2s can only be awarded on a temporary basis to teachers who are temporarily undertaking the responsibilities attached to a TLR post in the agreed staffing structure, for example to cover maternity or sick leave, a vacancy or a secondment.
8.2.6 The only circumstances in which a TLR may be shared is where there is a job sharing arrangement in place. TLRs may not be shared between two full-time teachers or between a full-time and a part-time teacher.
8.2.7 A part time teacher cannot be awarded a full time TLR1 or TLR2, the TLR amount must be pro-rated in proportion to their FTE ie contracted working week. However, there is no pro-rata reduction of a TLR3 for part time teachers.
8.2.8 Where a teacher wishes to relinquish a TLR, a written request must be made to the Headteacher/Head of Service who will consider the request. The Headteacher/Head of Service may not be able to accommodate the request. In such circumstances, the teacher may wish to consider seeking a transfer.
8.2.9 TLR vacancies can only be advertised internally within a school/service in circumstances where there is no actual teaching vacancy e.g. if someone has relinquished a TLR but is remaining as a teacher at the school.
